Adds an additional two non-voting members to the metropolitan transportation authority board, one who is the police chief of the MTA police department and the other who is chosen by the labor organization representing the majority of employees of the police department of the authority.
Enacts "Peanut's law: humane animal protection act" to provide humane treatment, safeguard animal welfare and strengthen the rights of animal sanctuaries and responsible owners in retaining custody, implementing due process safeguards, and guaranteeing public safety while an appeal is pending; requires an administrative hearing before the seizure or euthanization of an animal under the care of a wildlife sanctuary, unless there is documented evidence that the animal presents an immediate threat to public safety; further provides that any animal seized by the department of environmental conservation for testing or public concerns is subject to a 72-hour waiting period prior to euthanization; makes related provisions.
Relates to requiring the commissioner of the department of civil service to prepare a report on civil service titles which require an appointee to possess a license and current registration as a mental health practitioner in one or more professions under article 163 of the education law.
Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
Provides for the employment of school nurses for the inspection of pupils attending certain public schools; relates to school districts and boards of cooperative educational services.
Prohibits unsolicited telemarketing sales calls during a declared state of emergency or disaster emergency where the declaration or proclamation of emergency includes a finding that unsolicited telemarketing sales calls would impair actions taken to limit, control, or mitigate the emergency; explains the basis of such finding; provides that such prohibition may not extend for a period of more than two weeks, subject to renewal for additional two-week periods by further findings of necessity made at the end of each two-week period.
Authorizes Marie Glarakis, a former Suffolk county police officer who is receiving a performance of duty disability retirement, to change the designated beneficiary of her retirement benefits and her retirement option to single life allowance (Option 0).
