Amends felony murder, aggravated manslaughter, and aggravated assault statutes to include death or bodily injury occurring during commission of auto theft.
Increases amount of cigarette and other tobacco products tax revenues provided to New Jersey Commission on Cancer Research from $1 million to $4 million; establishes dedicated, non-lapsing Cancer Research Fund.
Requires state entities purchase five percent of goods and services from Central Nonprofit Agency; requires Division of Purchase and Property establish training protocols for all purchasing agents; grants Central Nonprofit Agency right of first refusal.
