Judicial Administration and Improvement Act of 2025 This bill divides the U.S. Court of Appeals for the Ninth Circuit into two judicial circuits: (1) the Ninth Circuit, and (2) a new Twelfth Circuit.The Ninth Circuit is composed of California, Guam, Hawaii, Oregon, Washington, and Northern Mariana Islands. The new Twelfth Circuit is composed of Alaska, Arizona, Idaho, Montana, and Nevada.

Injunctive Authority Clarification Act of 2025 This bill prohibits federal courts from issuing injunctive orders that bar enforcement of a federal law or policy against a nonparty, unless the nonparty is represented by a party in a class action lawsuit.

Improving Science in Chemical Assessments Act This bill modifies procedures related to specified chemical assessments performed by the Environmental Protection Agency (EPA). Specifically, chemical hazard identification and dose response assessments must be performed by the appropriate EPA program office (they are currently performed by the Integrated Risk Information System program). Additionally, the bill requires the EPA to establish a steering committee to ensure there is no duplication of effort by relevant program offices in conducting covered assessments.

Drain the Intelligence Community Swamp Act of 2025This bill revokes the security clearances of 51 individuals who signed a statement titled Public Statement on the Hunter Biden Emails and dated October 19, 2020. It also (1) specifies that a security clearance may not be granted or renewed for any of them, and (2) requires the Departments of Defense and Justice to investigate these individuals.

Federal Employee Student Debt Transparency ActThis bill requires certain executive branch employees to disclose their federal student loan debt in an annual report.The bill's requirement applies to an employee serving in a Senior Executive Service position or a position of a confidential or policy-determining nature (i.e., a Schedule C position). Covered employees must file a report detailing the principal and interest owed on loans under the William D. Ford Federal Direct Loan Program, the Federal Family Education Loan Program, and the Federal Perkins Loan Program. The bill also requires the Office of Government Ethics to submit an annual report to Congress that contains (1) the total amount owed by all covered employees, and (2) the name of any covered employee who failed to report the required information.

Limiting Emergency Powers Act of 2025This bill terminates any national emergency declared by the President 30 days after the declaration unless a joint resolution affirming the declaration is enacted. All national emergency declarations expire after two years unless the President requests a renewal and a joint resolution affirming the renewal is enacted.
