Enacts the "New York State Digital Government Modernization Act"; establishes the digital government modernization initiative and the digital government enhancements pilot program.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Expands the crime of aggravated assault upon a police officer or a peace officer by removing the requirement that such injury be caused by a dangerous or deadly instrument.
Directs the legislature to ensure that the number of judges and justices in districts and courts is sufficient; directs the chief administrator of the courts to report on the sufficiency of the number of judges and justices in each court and to make recommendations on such numbers.
Includes exposing a first responder or correction officer to fentanyl, a fentanyl derivative or an opiate containing fentanyl or a fentanyl derivative in the definition of the offense of assault in the first degree.
Relates to the salaries of certain teachers and aides employed by boards of cooperative educational services; puts limits on certain administrative and clerical expenses.
