Extends a term estate; makes certain other changes relating to property known as Henry Kaufmann Campgrounds in the borough of Staten Island, city of New York until September 30, 2122.

Creates a college preparation expense tax credit for up to three years per child/individual for up to $500 per year for qualified college preparation expenses.
Conforms the New York state college choice tuition savings program to the federal qualified tuition program so as to include savings for grades kindergarten through 12.
Authorizes cities having a population of one million or more to provide a rebate during a specified city fiscal year of a portion of the real property taxes on owner occupied 1, 2, 3, 4, 5 or 6 family residential real property, or residential real property held in the condominium or cooperative form of ownership.
Increases the maximum qualifying income for the senior citizen homeowner's exemption and the disabled homeowner's exemption to $70,000 in the city of New York.
Establishes the class C felony offense of assault on a school employee for the intentional causing of physical injury to a school employee while upon school grounds.
Exempts certain officers of the department of correction and the department of sanitation of the city of New York from training requirements for security guards; designates correction officers of New York city as peace officers.
