Establishes clean energy goals of reducing the annual total of vehicle miles traveled within the state by 20% by the year 2050; requires state and local highway projects to comply with reductions to vehicle miles traveled targets.
Prohibits employers from using the federal electronic employment verification system to check the employment authorization status of an existing employee or an applicant who has not been offered employment and prohibits municipalities from requiring employers to use the federal electronic employment verification system.
Suspends the registration of a vehicle which has been documented multiple times within a period by a photo violation monitoring device for failure to comply with traffic-control indications.
Requires that any individual who is eligible for the Fair Fares NYC program and any person whose income is three hundred percent of the federal poverty level receive a fifty percent discount on trips using the Long Island Rail Road, paratransit services, New York city transit subways or buses, and/or Metro-North railroad; defines terms.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Requires the state university of New York and the city university of New York to examine and conduct a study on the availability of campus services, programs and resources for veteran students.
Establishes a co-navigation services program for persons who are deaf-blind to provide services to a person who is deaf-blind that assist the person to physically access the person's environment and to make informed decisions, including providing visual and environmental information or sighted guide services and assisting with communication accessibility by communicating in the preferred language and communication mode of the person who is deaf-blind.
