Provides that members of the New York city teachers' retirement system with an active membership at the time, who participated in World Trade Center rescue, recovery or cleanup operations, and who are determined to have incurred a qualifying condition, be paid a duty disability retirement allowance equal to three-quarters of final average salary.
Provides that the aggregate amount of pass-through entity credits claimed by all partners, members or shareholders of an electing partnership or electing S corporation shall not exceed eighty-seven percent of the tax due.
Relates to the powers and duties of the citizens advisory committee of the MTA and membership on the Long Island Rail Road commuter council, the Metro-North railroad commuter council, and the New York city transit riders council; provides such committee with access to certain information.
