Defines community significant projects as a business creating or retaining current jobs as determined by the commissioner, with particular emphasis on employment and/or training of current public housing residents; currently located or to be located in existing leased space of a building in a public housing development in the state; and which makes significant qualified capital investments to start a business, or improve services and working conditions for an existing business, when located in such public housing space and including such projects in the excelsior jobs program.
Authorizes certain municipalities to participate in a community-wide energy aggregation program where they can request bids, select an energy service provider, install energy efficiency measures and develop local renewable energy facilities to provide electric and/or gas supply services, including gas efficiency and renewable heating technologies to participating customers.
Enacts the "omnibus prevailing wage enforcement act"; creates the office of the prevailing wage fraud inspector general for increased vigilance in the effort to achieve prevailing wage enforcement; allows public authorities to require that successful bidders for public works jobs participate in a state-sponsored apprenticeship program; makes related provisions.
Provides for a state workforce fuel reduction and conservation program which will develop and assist in implementing strategies to reduce fuel consumption by the state's motor vehicle fleet and to reduce solo trips between work and home by state employees; requires reporting to the governor and legislature.
Provides a tax exemption from sales and compensating use taxes on alternative energy systems including alternative energy systems, new Energy Star appliances and tangible personal property used in or on habitable residential and non-residential structures to improve energy efficiency; defines relevant terms; authorizes municipalities to adopt the exemption.
Relates to enacting the "NYCHA HVAC repair act"; provides for the heating and cooling of properties including dwelling units owned by the New York city housing authority through the installation of geothermal or air source heat pumps and for the replacement of lighting on New York city housing authority property with LED bulbs.
Relates to the powers of the head of the office of mental health and the head of the office for people with developmental disabilities to promulgate rules regarding communications needs of non-English speakers seeking or receiving services; includes the provision of language services and documents in English and the twelve most common non-English languages spoken by individuals in New York State based on United States census data.
Requires food service establishments to provide clear notice to customers of major food allergens that are contained in any menu item of such food service establishment.
