Relates to payments in lieu of taxes; provides that the tax base growth factor or quantity change factor includes the change in assessed value for each property on the exempt side of the tax rolls under a payment in lieu of tax agreement; allows a local government or school district to elect to include the equivalent taxable value of property subject to a payment in lieu of taxes agreement in the calculation of its quantity change factor.
Provides that a member with credited service in excess of twenty-five years shall receive an additional retirement allowance equal to one-sixtieth of such member's final average salary for each year of creditable service in excess of twenty-five years; makes related provisions.
Ensures repeat offenders qualify for bail and pre-trial detention when the principal has been convicted of one or more misdemeanor or felony offenses within the immediate preceding five years.
Relates to establishing the Gold Award and Eagle Scout achievement scholarship; authorizes a scholarship of $500 per year for high school graduates attending a New York state public post-secondary institution who have achieved a Gold Award from the Girl Scouts of the United States of America or an Eagle Scout from the Boy Scouts of America.
Establishes the New York nurse expansion program which provides awards to undergraduate students who are matriculated in an approved undergraduate program leading to a career in nursing at a New York state public or private degree granting institution of higher education.
Requires a parent, guardian or person in a parental relation to a child under the age of eighteen to be physically present when any immunization is administered to such child.
Relates to vehicular assault and vehicular manslaughter when a person operates a motor vehicle without having been licensed to operate a motor vehicle in the state of New York, and while operating said motor vehicle causes the death of another person.
Requires the New York state health care quality and cost containment commission to issue a report considering the impact on health insurance costs and quality of legislation requiring coverage of long term and chronic Lyme disease and other tick-borne diseases.
Establishes a home heating oil rebate program for residential home heating oil customers to receive a rebate of one dollar per gallon of grade number two heating oil purchased from July 1, 2025 to June 30, 2026, of a limit up to five hundred gallons.
Creates the rescued animals spay and neuter fund; authorizes the department of taxation and finance to place a check-off box on income tax returns for taxpayers to contribute money to the fund.
