Creates "Punishing Rioters and Protecting Communities Act," broadens riot; enhances penalties certain riot-related criminal penalties; creates crimes of mob intimidation and cyber-intimidation by publication; establishes duty in municipality to permit law enforcement to respond appropriately.
Establishes Office of Citizen Involvement, Land Use, and Planning Advocate and transfers basic course in land use law and Office of Planning Advocacy to newly established office.
Authorizes County Agriculture Development Boards to establish program to receive and lease donated farmland to new farms, establishes gross income tax credit for farmers who donate land.
