Relates to certain crimes of interference with health care services or access to places of religious worship; expands interference to include groups of two or more people demonstrating or preparing to demonstrate twenty-five feet outside of reproductive health care facilities and places of religious worship.
Enacts the "New York fundamental artificial intelligence requirements in (FAIR) news act"; provides requirements for fairness in disclosures to news media workers, news media consumers, oversight of AI systems, and workplace protections for news media workers.

Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems; provides for enforcement by the attorney general as well as a private right of action.
Limits the authority of cities, villages and towns to impose certain zoning regulations, ordinances, or local laws which would have the effect of reducing the number or density of allowable housing units in the area subject to the regulations, ordinances, or local laws.
Establishes the NY digital choice act requiring social media companies to provide covered users with a copy of the covered user's social graph at the request of the covered user; defines terms; provides requirements for the interoperability of covered users' data; grants the attorney general the authority to promulgate rules and regulations and enforce such provisions.
Establishes the small business working group to identify the twenty-five provisions of law or rules that are most frequently enforced through issuance of notices of violation and most frequently issued to small businesses; requires such working group to evaluate such provisions of law or rules to determine whether changes should be made to such provisions.
Provides an exemption for certain parcels of land from the licensing restrictions prohibiting manufacturers, wholesalers and retailers of alcoholic beverages from sharing an interest in a licensed premises or to sell at retail for consumption on the premises; provides for the repeal of certain provisions upon expiration thereof.
Creates a special on-premises license for properties which are located within a designated industrial or economic zoning district, occupy not less than twenty thousand square feet of floor area, and are utilized for the purpose of hosting entertainment or cultural, social, or community events.
