The Act tells DOGAMI to study and report on risks related to toxic substances that may be released in an earthquake. (Flesch Readability Score: 60.6). Requires the department to submit a report on the study to the State Resilience Officer by December 1, 2027. Provides that the study and report are confidential pending review by the Director of the Oregon Department of Emergency Management. Declares an emergency, effective on passage.

The Act tells the SOS to confirm voter registration data from ODOT and OHA. The Act tells the secretary not to send the data to a county clerk until and unless the person is confirmed to be a U.S. citizen. (Flesch Readability Score: 61.7). Requires the Secretary of State to verify information provided to the secretary by the Department of Transportation and the Oregon Health Authority regarding voter registration. Tells a state agency to set up rules for other state agencies to use in coming up with programs and budgets the agencies want to fund with grants. Tells the head of the state's labor bureau to form a committee to give advice about setting a prevailing rate of wage for workers in nonprofit organizations. Tells the head of the bureau to set a prevailing rate of wage. Takes effect 91 days after the session ends. (Flesch Readability Score: 62.3). Requires the Oregon Department of Administrative Services to establish guidelines for state agencies to follow in designing programs and establishing budgets for ongoing or multiyear activities that state agencies intend to fund with grant moneys. Specifies contents for the guidelines. Requires the Commissioner of the Bureau of Labor and Industries to establish an advisory committee to assist the commissioner in determining a prevailing rate of wage and minimum benefits for employees of nonprofit organizations, providing guidance to state agencies in calculating labor costs and wage allocations the state agencies can use in establishing budgets for grant programs, delineating categories of work for the purpose of enabling the commissioner to determine an applicable prevailing rate of wage and minimum benefits and calculating and publishing data that state agencies can use in making adjustments to program and activity costs to account for inflation and cost-of-living allowances. Requires the commissioner at least once each program year to determine in consultation with the advisory committee the prevailing rate of wage and minimum benefits for workers in each category of work and region that the advisory committee establishes. Takes effect on the 91st day following adjournment sine die.

Changes what must be included in an energy resilience plan that a county makes under the Act. Extends the time of a grant program for counties making an energy resilience plan. Extends the sunset of a grant program that a county may use to help the county develop an energy resilience plan. Declares an emergency, effective on passage.

The Act makes changes to CCO health improvement plans. (Flesch Readability Score: 75.5). [Requires a community health improvement plan to serve as the primary regional planning document for all health services and operations and incorporate various other planning documents.] Requires a coordinated care organization to collaborate with local public health authorities, community mental health programs, local planning committees and hospitals in conducting a community health assessment and adopting a community health improvement plan. Requires local public health authorities, community mental health programs and coordinated care organizations to include in a community health improvement plan any behavioral health plans required by law or by the Oregon Health Authority. Directs the Oregon Health Authority to adopt rules to align the community health improvement plan requirements with other planning or reporting requirements.

The Act makes a new crime about harmful activity with a minor. (Flesch Readability Score: 67.7). Creates the crime of harmful communication with a minor. Punishes by a maximum of five years' imprisonment, $125,000 fine, or both.

The Act tells courts to make a finding when committing a person to the state hospital for fitness to proceed. (Flesch Readability Score: 68.0). Directs a court to make a finding on dangerousness when committing a person who lacks fitness to proceed to a state mental hospital.

The Act would have the Legislative Revenue Officer study transportation taxes in this state. Requires the Legislative Revenue Officer to study transportation taxes in Oregon. Directs the officer to submit a report, with recommendations for legislation, to the Legislative Assembly not later than September 15, 2026. Adds some new kinds of work to the work that a person can do only if the person has a license from the State Landscape Contractors Board. Lets a person install water features without needing a license from the State Landscape Contractors Board if the person has a license from the Construction Contractors Board. Lets a person get out of a contract for landscape work on real property within three days even if the person does not own or lease the real property. (Flesch Readability Score: 60.5). Requires the State Landscape Contractors Board to determine that a landscape contracting business is an independent contractor with responsibility for obtaining workers' compensation insurance if the landscape contracting business performs certain work related to backflow assemblies for irrigation systems and ornamental water features, to landscape irrigation control wiring and outdoor landscape lighting or to removing or pruning trees or tree limbs or stumps or performing tree or tree limb guying. Exempts persons or businesses who are licensed with the Construction Contractors Board and who install ornamental water features from a requirement to obtain a landscape contractors license. Removes the requirement that a person who intends to rescind a contract with a landscape contracting business for work on real property own or lease the real property. Takes effect on the 91st day following adjournment sine die.

This Act tells the DEQ to study and make a report on incentives for vehicles with zero emissions. (Flesch Readability Score: 61.6). Requires the Department of Environmental Quality to study zero-emission vehicle incentives. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment no later than September 15, 2026. Sunsets on January 2, 2027.

The Act tells state agencies to make an electronic system to manage emergency volunteers in this state. The Act puts ODEM in charge of maintaining the system. The Act tells ODEM to start a workgroup about volunteers. (Flesch Readability Score: 61.7). Directs the Higher Education Coordinating Commission, Oregon Department of Emergency Management, Oregon Health Authority and Department of Public Safety Standards and Training to collaboratively plan and implement the creation of an interoperative, centralized electronic system to manage information about persons in Oregon who are available to serve as volunteers in case of emergency. Directs the Oregon Department of Emergency Management to administer and maintain the system, conduct outreach and training regarding the system, coordinate a workgroup for periodic review of the system and coordinate a workgroup to develop recommendations regarding statewide volunteerism. Directs the Higher Education Coordinating Commission to develop policies and procedures to incorporate the system into the activities and duties of the OregonServes Commission.

The measure asks voters to change how many members of the legislature are needed for it to meet, from 2/3 of members to 1/2 of members plus one. (Flesch Readability Score: 63.5).
