The Act makes changes to how a person can rebut a presumption that certain people are not able to pay child support. (Flesch Readability Score: 65.2). Modifies procedure for rebutting presumption of inability to pay child support when an obligor earns wages from work performed while the obligor is a patient at the state hospital or incarcerated.

Doubles the amount of money a person can put in a savings account each year for a first home purchase. (Flesch Readability Score: 72.3). Permits a person to open a first-time home buyer savings account until January 1, 2030, and doubles the annual contribution limits on the accounts. Permits a person other than the account holder to take a subtraction and exemption for contributions to the account if the account holder does not take the subtraction and exemption. Takes effect on the 91st day following adjournment sine die.

If a driver is 18 or younger and gets a ticket and they have had no other tickets before, they can take a class instead of having the ticket. (Flesch Readability Score: 63.6). Authorizes a driver improvement course as an alternative to conviction of a traffic violation for a person 18 years of age or less whose driving record shows no prior convictions of traffic offenses. Provides exception if person has already taken a driver improvement course. Directs the Department of Transportation to establish standards for the driver improvement courses and maintain a routinely updated list of providers. [Takes effect on the 91st day following adjournment sine die.] Declares an emergency, effective on passage.

The Act says that items that have cannabis in them must have a label that says a person has to be at least 21 years old to consume or use the item. (Flesch Readability Score: 68.6). Requires labels on marijuana items and inhalant delivery systems that contain industrial hemp-derived vapor items to include that the minimum age for consumption or use is 21 years of age.

Removes the limit on the types of degrees that certain higher learning schools may offer. (Flesch Readability Score: 67.5). Removes the limitation on the types of degrees that may be offered by Western Oregon University, Southern Oregon University and Eastern Oregon University.

Makes students and school coaches learn about and respond to cardiac events. (Flesch Readability Score: 60.7). Prescribes requirements for sharing information, training and guidelines for student athletes related to symptoms of a cardiac event.

The Act would allow for the creation of a bridge district in the area around Salem. (Flesch Readability Score: 74.2). Authorizes the formation of a bridge district in the capital city region, consisting of Benton, Marion, Polk and Yamhill Counties. Authorizes the bridge district to levy property taxes for the purpose of planning, financing, constructing, operating and maintaining bridges over the Willamette River in the capital city region. Provides for the organization of a district board consisting of five members, one elected from each of the four counties in the capital city region and one elected from the district at large. Sunsets on January 2, 2030. Takes effect on the 91st day following adjournment sine die.

The Act would tell the DOC to study residence requirements. (Flesch Readability Score: 61.3). Requires the Department of Corrections to study residence requirements for women upon release from a Department of Corrections institution. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026.

The Act directs the Department of State Police to study ways to speed up forensic drug testing. The Act goes into effect when the Governor signs it. (Flesch Readability Score: 70.9). Requires the Department of State Police to study ways to expedite forensic testing of controlled substances. Directs the department to submit findings to the appropriate interim committees of the Legislative Assembly not later than January 31, 2026. Declares an emergency, effective on passage.

Requires school meals to be provided at no charge to students. (Flesch Readability Score: 80.3). Requires schools and school districts to offer lunch and, when applicable, breakfast at no charge. Declares an emergency, effective July 1, 2025.

This Act requires the state to offer certain lands for sale to Coos County. (Flesch Readability Score: 83.8). Directs the State Board of Forestry, on behalf of the State of Oregon, to offer to convey certain real property to Coos County under specific terms and conditions.

The Act tells the OBDD to study economic development in this state. (Flesch Readability Score: 60.7). Requires the Oregon Business Development Department to conduct a study of economic development in Oregon. Directs the department to submit a report of the study to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2026.

Creates a grant program to be used to fund after-school learning and activities. (Flesch Readability Score: 63.4). Establishes the After-School Learning and Enrichment Grant Program. Directs the Department of Education to administer the grant program. Appropriates moneys from the General Fund to the Department of Education for the After-School Learning and Enrichment Grant Program. Declares an emergency, effective July 1, 2025.

The Act removes the law that stops a county from making a justice of the peace district that includes parts of some cities. (Flesch Readability Score: 73.1). Removes provisions prohibiting a county court or board of county commissioners from establishing a justice of the peace district that includes the county seat or city in which a circuit court regularly holds court.

The Act tells the DOC to study job training for persons upon release from custody. (Flesch Readability Score: 67.5). Requires the Department of Corrections to study issues related to post-custodial workforce development in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026.
