The Act creates new systems and structures to plan and improve emergency response in the state. (Flesch Readability Score: 68.9). Creates statewide preparedness offices in the Oregon Department of Administrative Services and the Oregon Department of Public Safety Standards and Training. Imposes duties on the offices relating to statewide coordination of emergency management. [Creates the Commission on Statewide Intergovernmental Emergency Response Training Facilities and Programming. Directs the commission to develop and carry out a strategic plan for investments to improve statewide emergency preparedness.] Authorizes issuance of lottery bonds to make grants for public safety projects. Creates the Statewide Regional Training Office within the Department of Public Safety Standards and Training. Directs the office to manage and operate facilities for emergency response training. [Creates the Task Force on Twenty-first Century Emergency Management Local Governance. Directs the task force to evaluate models for conducting local and regional emergency management operations.] Requires all state agencies to designate employees to act as liaisons for emergency management operations or for preparing continuity of governance plans. Requires each county to submit biennial reports on the state of the county's emergency preparedness. Delays the date on which responsibility for management of the emergency notification system is transferred to the Oregon Department of Emergency Management. Declares an emergency, effective on passage.

This Act tells a cooperative and retail stores to expand the use of reusable cans or bottles. (Flesch Readability Score: 65.1). Requires a distributor cooperative to implement a managed system for reusable beverage containers that achieves certain sales and return rates. Requires certain beverage container dealers to provide shelf space for reusable beverage containers.

The Act adds to the times when law enforcement can release a person's booking photo. (Flesch Readability Score: 67.5). Authorizes a law enforcement agency to release a booking photo upon the second or subsequent arrest of the person depicted in the photo within a 12-month period, or when the person depicted in the photo is a missing person.

The Act would make all counties have a nonpartisan board of commissioners unless voters in the county choose not to do so. (Flesch Readability Score: 61.4). Provides that the governing body of a county shall be a nonpartisan board of five commissioners elected by the people of the county unless county voters choose not to do so. Requires a county to provide by ordinance or resolution for the structure of the board, the board districts, if any, the election procedures and compensation for the commissioners if the county voters have not chosen to exempt the county from the provisions. Becomes operative on January 1, 2027.

Requires CCO drug outlets to give certain veterans a 7-day supply of a drug at no cost if the veteran cannot get the drug from the VA. (Flesch Readability Score: 66.6). Requires coordinated care organization drug outlets to dispense a seven-day supply of a prescription drug to a veteran with a disability, at no cost to the veteran, if the veteran is unable to obtain the prescription drug through the United States Department of Veterans Affairs.

The Act takes away two steps a pharmacist has to do when substituting some drugs. (Flesch Readability Score: 73.1). Removes the requirements for notification of substitution and records retention for prescribed biological products.

The Act prohibits certain changes related to water that will reduce the flow of streams. (Flesch Readability Score: 61.8). Prohibits certain proposed changes related to the appropriation or use of water that will result in the diminishment of streamflow.

The Act would have Business Oregon study the outdoor gear and apparel industry in this state. The Act would require a report of the study to be turned in next year. (Flesch Readability Score: 71.0). Requires the Oregon Business Development Department to study the outdoor gear and apparel industry in Oregon. Directs the department to submit a report of the study to the interim committees of the Legislative Assembly related to economic development no later than September 15, 2026. Sunsets on January 2, 2027.

The Act would add certain health care workers to those whose stress disorders give rise to a presumption that a workers' comp claim is compensable. (Flesch Readability Score: 63.0). Adds certain health care employees to the list of workers for whom certain stress disorders give rise to a presumption that a workers' compensation claim is compensable as an occupational disease.

The Act tells the State Court Administrator to look at receivership and make a report. (Flesch Readability Score: 61.8). Requires the State Court Administrator to study receivership and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act tells DHS to study emergency departments. The Act requires DHS to report to certain committees on its study. (Flesch Readability Score: 61.3). Requires the Department of Human Services to study emergency departments. Directs the department to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026. Sunsets on January 2, 2027.

The Act lets two more types of health care practitioners be medical examiners. (Flesch Readability Score: 63.6). Provides that a licensed physician associate or nurse practitioner may be a medical examiner. Includes a licensure requirement for a physician who serves as a medical examiner.

The Act says that the PSRB is immune from liability for some acts of the board and acts of persons let go by the board. (Flesch Readability Score: 73.1). Provides that the Psychiatric Security Review Board is immune from liability for the performance of certain functions of the board. Provides that, except when the board commits wanton and willful misconduct, the board is immune from liability for the acts and omissions of a person who is or was under the jurisdiction of the board.

The Act tells the ADPC and OHA to make changes to increase access to SUD treatment. (Flesch Readability Score: 79.5). Directs the Alcohol and Drug Policy Commission, in collaboration with the Oregon Health Authority, to develop statewide policies and practices to support the availability of medications for opioid use disorder in physical health care settings and the transition to care in the community. Directs the commission to report to the Legislative Assembly no later than September 30, 2026. Directs the authority, in collaboration with the commission, to develop recommendations to develop an enhanced funding model to [allow low-barrier community substance use disorder clinics] incentivize community-based outpatient providers of substance use disorder treatment to accept referrals from emergency departments and emergency medical services providers and to [treat individuals with] promote the prescribing of medications for opioid use disorder. Repeals the prohibition against operating a methadone clinic within 1,000 feet of a school or licensed child care facility. Declares an emergency, effective on passage.

The Act would make the ODE enter into a contract with a third party to offer training to substitute teachers in the state. (Flesch Readability Score: 65.7). Directs the Department of Education to enter into a contract with a third party to develop and offer online professional development opportunities for substitute teachers in this state. Requires the department to submit a report to the interim committees of the Legislative Assembly related to education no later than September 15, 2026.
