The Act says a person may not provide medical nutrition therapy if the person does not have a license. Prohibits a person from [engaging in the practice of dietetics or the practice of nutrition] providing medical nutrition therapy, or from using specified titles and abbreviations, without a license. Makes exceptions to the licensure requirement. Takes effect on the 91st day following adjournment sine die.

Directs the Oregon Department of Administrative Services, in coordination with the Legislative Fiscal Officer and the Legislative Revenue Officer, to prepare a biennial budget stress test report that estimates the effects on state finances of negative economic conditions. Declares the policy of the state to use zero-based budgeting in developing biennial budgets. Requires state agencies to include information justifying all proposed expenditures in agency request budgets. Takes effect on the 91st day following adjournment sine die.

Adds some schools to what counts as a "qualifying agency" so that a requirement to use apprentices in school construction projects will apply to those schools. Adds school districts[, education service districts and public charter schools] that apply for and receive a matching fund grant from the Department of Education to the definition of "qualifying agency" for the purpose of applying apprenticeship requirements in connection with constructing public improvement projects.
