The Act increases and adds taxes related to roads, cars, trucks and buses and says how revenue must be used. The Act would make the per-mile road usage charge mandatory over time. The Act would let a person pay a yearly fee instead of the per-mile road usage charge. The Act tells the Division of Audits to do performance audits of ODOT. (Flesch Readability Score: 71.0). Directs the Division of Audits to conduct performance audits of the Department of Transportation. Alters the duties of the Joint Committee on Transportation and the Continuous Improvement Advisory Committee. Provides that the Governor shall appoint the Director of Transportation. Increases and adds transportation-related fees and taxes. Provides uses of revenues. Imposes a mandatory per-mile road usage charge for electric and hybrid vehicles. Allows an annual fee in lieu of the mandatory per-mile road usage charge. Repeals the mandatory toll program. Provides for diesel fuel to be taxed in the same manner as gasoline. Revises the formula for weight-mile taxes. Takes effect on the 91st day following adjournment sine die.

Oregon Senate Bill SB1221

The Act changes laws about money for roads. The Act says that diesel will be taxed in the same way that gas is taxed now. (Flesch Readability Score: 82.3). Redirects revenues from the bicycle excise tax, tax on wages and vehicle privilege tax to the State Highway Fund. Directs the Department of Transportation to use redirected funds for specific purposes related to highways. Prohibits contracting agencies from requiring project labor agreements in connection with public improvement contracts, community benefit contracts or contracts for public works. Specifies exceptions. Directs the Department of Environmental Quality to make compliance instruments under any greenhouse gas regulation program available for purchase by motor vehicle fuel suppliers and deposit resulting moneys in the State Highway Fund to be used for highway maintenance. Revises the formula for weight-mile taxes. Provides for diesel fuel to be taxed in the same manner as gasoline. Directs the Division of Audits to conduct performance audits of the Department of Transportation. Alters the duties of the Joint Committee on Transportation and the Continuous Improvement Advisory Committee. Provides that the Governor shall appoint the Director of Transportation. Repeals the mandatory toll program. Creates the Office of Major Projects within the Department of Transportation. Takes effect on the 91st day following adjournment sine die.
