Enacts the citizens utility board act; establishes the citizens utility board to represent and protect the interests of the residential utility consumers of this state.

Relates to small business energy assistance and advocacy services; establishes the small business energy assistance and advocacy services program within the division for small-business; authorizes the division for small-business to initiate complaints to the public service commission regarding gas and electricity and steam heat.

Relates to the effectiveness of provisions of law relating to the powers of the chairman and members of the state liquor authority (Part A); authorizes special permits to remain open during certain hours of the morning (Part B); permits certain retail licensees to purchase wine and liquor from certain other retail licensees (Part C); relates to permissible sales by license holders (Part D); allows multiple off-premises licenses (Part E); relates to licensing restrictions for manufacturers and wholesalers of alcoholic beverages and retail licensees (Part F); relates to the approval of seven day licenses to sell liquor at retail for consumption off the premises (Part G); adjusts licensing fees regarding certain alcoholic beverages (Part H); relates to changes of ownership of a licensed business (Part I); relates to the issuance of temporary retail permits; makes permanent certain provisions relating to liquidator's permits and temporary retail permits (Part J); establishes a temporary wholesale permit and allows multiple wholesale licenses owned by the same person or entity to be located at the same premises (Part K); relates to licenses issued for on-premises consumption within a certain distance of a building occupied as a school, church, synagogue or other place of worship with consent of such building's owner or administrator (Part L); permits licenses for premises located within five hundred feet of other premises outside of certain counties (Part M).

Directs the department of health to study and plan for integrating blockchain technology into the New York State of Health Marketplace and the Statewide Health Information Network for New York (SHIN-NY) to improve interoperability and efficiency across these platforms; requires reporting; allows for public comment.

Limits the suspension or revocation of an individual's driver's license when an individual takes a certain plea involving participation in certain treatment court programs or the court allowed the individual to withdraw their previously entered plea of guilty, and plead guilty to a lesser charge or the department revoked or suspended the individual's driver's license upon a plea of guilty and at least six months have elapsed since such initial plea.

Establishes a family caregiver program which shall receive reimbursement from Medicaid and directs the commissioner of health to secure approval from the federal Centers for Medicare & Medicaid Services for family caregivers.

Establishes the New York state park police under the jurisdiction of the commissioner of parks, recreation and historic preservation.

Commemorating the 10th Annual Sock Out Cancer Day on June 7, 2026, in conjunction with the observance of National Cancer Survivors Day

Exempts the village of Williamsville fire department, located in the village of Williamsville, county of Erie, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of its membership.

Provides for local input for the dissolution of a fire district by requiring the governing body of the fire district enact a resolution calling for a referendum on the proposed dissolution by the electors in the fire district.

Authorizes Michael O'Brien to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the village of Le Roy, in the county of Genesee.

Relates to orders of protection where the respondent is a minor who resides with a parent or other legally responsible person or other party; prohibits courts from issuing an order of protection that directs a minor respondent to stay away from the home of a parent or other person legally responsible for the respondent if the respondent would not have an appropriate alternative residence; provides that such a respondent shall have the right to have a guardian ad litem appointed, if appropriate; authorizes suspended judgment in certain cases provided that the respondent participate in a batterer's education program.

Prohibits motor vehicle manufacturers and dealers from charging a subscription fee for certain functions of a motor vehicle after the vehicle is sold; provides that any manufacturer, dealer, or agent of a manufacturer or dealer that fails to comply with such requirements shall be assessed a civil penalty not to exceed two hundred fifty dollars per point of sale for each violation.

Relates to the determination of the status of an interim multiple dwelling unit as a protected occupant's primary residence by the loft board or a court of competent jurisdiction, or by registration with the loft board; provides factors for consideration for such findings; restores certain landlord-tenant relationships severed prior to the effective date.
