AN ACT relating to water; authorizing the State Engineer, in certain areas of this State, to coordinate with persons who seek to relinquish, by certain means, a right to appropriate water; requiring the State Engineer to retire such relinquished rights; revising provisions relating to the effective date of a right to appropriate water under a permit; and providing other matters properly relating thereto.

AN ACT relating to victims of crime; repealing, replacing and revising certain provisions requiring the notification of certain victims of crime upon changes in the custody status of an offender related to release, escape, residential confinement, clemency and parole; and providing other matters properly relating thereto.

AN ACT relating to insurance; requiring certain health insurance to cover certain screenings for genetic disorders in a fetus or the parents of a fetus; making an appropriation; and providing other matters properly relating thereto.

AN ACT relating to motor vehicles; requiring the Department of Motor Vehicles, under certain circumstances, to issue a special license plate honoring certain veterans; authorizing the combination of personalized prestige license plates and certain special license plates associated with military service; and providing other matters properly relating thereto.

AN ACT relating to trade practices; requiring an original equipment manufacturer of certain equipment designed for a person with a physical disability to make available certain documentation, parts and tools for the diagnosis, maintenance or repair of the equipment; prohibiting an original equipment manufacturer from engaging in certain acts; exempting an original equipment manufacturer from liability for certain damage or injuries under certain circumstances; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to emergency response; creating the Account for the Nevada School Safety Data Grant Program within the Division of Emergency Management of the Office of the Military to award grants to law enforcement agencies to procure school mapping data for public schools in this State; prescribing certain requirements for the use of grants received from the Account; authorizing the installation of master key boxes at public and private schools; and providing other matters properly relating thereto.

AN ACT relating to crimes; revising provisions relating to the crime of assault; providing a penalty; and providing other matters properly relating thereto.

AN ACT relating to compensation; authorizing a sole proprietor or independent contractor to open a portable benefit account under certain circumstances; authorizing certain contributions to and disbursements from a portable benefit account under certain circumstances; setting forth certain restrictions on the consideration by the Labor Commissioner of a contribution to a portable benefit account in determining whether the holder of the account should be classified as an employee; and providing other matters properly relating thereto.

AN ACT relating to education; prohibiting the board of trustees of a school district, the governing body of a charter school, a school employee or a volunteer and certain persons affiliated with a public library from limiting access to library materials under certain circumstances; authorizing the Board of Regents of the University of Nevada to adopt a policy containing such a prohibition; prohibiting certain actions against certain persons which are intended to limit access to library materials; providing penalties; and providing other matters properly relating thereto.

AN ACT relating to governmental administration; revising the name of the Agricultural Extension Department of the Public Service Division of the Nevada System of Higher Education; revising the purpose of the State 4-H Camp; revising the membership and duties of the State 4-H Camp Advisory Council; prohibiting the lease, exchange or sale of certain property without the express authority of the Legislature; abolishing and transferring the duties of the Technological Crime Advisory Board; abolishing the Council to Establish Academic Standards for Public Schools; exempting certain applicants for employment or contracts with a postsecondary educational institution from certain background investigations; abolishing and transferring the duties of the Advisory Committee on Medicaid Innovation in the Division of Health Care Financing and Policy of the Department of Health and Human Services; requiring the terms of the appointed members of the Rangeland Resources Commission to be staggered; abolishing the Commission to Review the Compensation of Constitutional Officers, Legislators, Supreme Court Justices, Judges of the Court of Appeals, District Judges and Elected County Officers; eliminating the requirement for the Division of Environmental Protection of the Department of Conservation and Natural Resources to establish certain working groups; abolishing the Advisory Board on Automotive Affairs; and providing other matters properly relating thereto.

Urging Congress to enact the Protecting the Right to Organize Act.

AN ACT relating to common-interest communities; requiring the Real Estate Division of the Department of Business and Industry to audit the financial accounts of unit-owners' associations of common-interest communities under certain circumstances; requiring background investigations for candidates nominated for membership on executive boards of associations; revising provisions relating to reserve accounts; providing that certain actions related to common-interest communities are not subject to mandatory alternative dispute resolution processes and must be adjudicated as small claims; and providing other matters properly relating thereto.

AN ACT relating to prescription drugs; revising provisions relating to the labeling of certain prescription drugs under certain circumstances; and providing other matters properly relating thereto.

AN ACT relating to health care; requiring certain health care facilities and certain providers of health care to provide patients with a form for a non-opioid directive and offer patients treatments that do not utilize an opioid under certain circumstances; requiring the Division of Public and Behavioral Health of the Department of Health and Human Services to create a form for a non-opioid directive; requiring the Administrator of the Division to appoint an advisory board to monitor compliance with laws and regulations relating to the non-opioid directive; requiring certain policies of health insurance to include coverage for at least one drug that is an alternative to opioids; requiring certain insurers to provide the form for a non-opioid directive to new insureds; revising the manner by which money in the Fund for a Resilient Nevada allocates money to projects and grants; and providing other matters properly relating thereto.

AN ACT relating to animals; requiring each governing body of a county or incorporated city to adopt an ordinance requiring, with certain exceptions, the owner or operator of a kennel, an animal rescue organization that handles pets or a commercial establishment engaged in the business of handling pets to complete a training course on handling pets prescribed by the governing body and renew the training biennially; and providing other matters properly relating thereto.
