An Act To Amend Section 27-104-7, Mississippi Code Of 1972, To Exempt From Public Procurement Review Board Approval Contracts Entered Into By The Office Of State Aid Road Construction (osarc) For Personal Service Contracts; To Amend Section 65-9-7, Mississippi Code Of 1972, To Increase The Number Of Passenger Automobiles The Osarc May Own And Operate From Seven To 13; To Amend Section 65-9-17, Mississippi Code Of 1972, To Provide That Whenever A County Fails To Expend The Monies Allocated To It To Repair And Replace Deficient State Aid System Bridges In Its County Under The State Aid Road Fund For An Uninterrupted Period Of Two Successive Fiscal Years, The County Shall Forfeit And No Longer Be Entitled To The Outstanding Cumulative Balance On Hand Of The Monies That Were Allocated To It Under The Fund Before That Period Of Time; To Require That Such Forfeited Monies Be Reallocated Annually Among Only Those Counties That Are Determined By The State Aid Engineer To Have State Aid Road Fund Projects For Deficient Bridges That Are Ready For Construction But Are Not Being Undertaken Due To Lack Of Funds; To Amend Section 65-37-7, Mississippi Code Of 1972, To Enable Reallocation Of Certain Forfeited Monies To Counties That Are Determined By The State Aid Engineer To Have Local System Bridge Replacement And Rehabilitation Program Projects Or Other Deficient Bridge Projects That Are Ready For Construction But Are Not Being Undertaken Due To Lack Of Funds; To Amend Section 65-37-15, Mississippi Code Of 1972, To Modify Approved Expenditures For Monies In The Local System Bridge Replacement And Rehabilitation Fund That Are Allocated To A Particular County; And For Related Purposes.

An Act To Create The "released-time Moral Instruction Act Of 2026"; To Authorize Local School Boards To Permit The Released-time Moral Instruction Of Pupils; To Permit School Boards To Complete A Survey To Determine Pupils Within The School District Who Desire Released-time Moral Instruction And Who Have Received Consent From Their Parent Or Legal Guardian For Such Instruction; To Require School Boards To Allow Those Students Desiring Released-time Moral Instruction To Participate In Off-site For At Least One Hour, One Day Each Week; To Prohibit The School District From Providing Or Facilitating Released-time Moral Instruction On School Premises; To Permit Local School Boards To Make Arrangements With The Persons In Charge Of The Released-time Moral Instruction As The Board Deems Necessary And Advisable; To Provide That Students Shall Not Be Penalized Or Considered Absent From The School For Purposes Of Attending Released-time Moral Instruction; To Provide That Students Who Do Not Participate In Released-time Moral Instruction Shall Continue In The Regular Course Of Daily Instruction; To Provide That Released-time Moral Instruction Shall Be Given Without Expense To Any Local School Board Beyond The Cost Of The Original Survey; To Amend Section 37-13-91, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.

A Concurrent Resolution Proposing An Amendment To The Mississippi Constitution Of 1890 To Prohibit Persons Charged With Bail Restricted Offenses From Being Considered Eligible By Any Judge For Release On An Unsecured Judicial Release; To Stipulate That Such Persons Charged With Bail Restricted Offenses Shall Only Be Released Through The Use Of Certain Bonds; To Stipulate That Judges Otherwise Have The Authority, In Their Discretion, To Release A Person On An Unsecured Judicial Release; To Allow The Legislature To Enact Legislation Consistent With This Amendment; And For Related Purposes.

An Act To Create The Mississippi Glacier (ice) Act; To Create The Mississippi Glacier (ice) Grant Program Within The Department Of Public Safety, Which Shall Provide Grants To Law Enforcement Agencies Participating In The Federal 297(g) Immigration Enforcement Program; To Provide The Process For Awarding Grants; To Provide A Prohibition Of Grants Being Awarded For Certain Activities; To Require The Department To Adopt Rules And Regulations Necessary To Implement This Act; To Establish The Mississippi Glacier (ice) Grant Program Fund Within The State Treasury; And For Related Purposes.

An Act To Create New Section 95-3-31, Mississippi Code Of 1972, To Provide That A Real Property Owner Who Owns Property Within A Racing Facility Zone Shall Not Have A Nuisance, Taking Or Other Related Cause Of Action Against A Racing Facility Or Racetrack Where The Racing Facility Or Racetrack Was Built Before The Real Property Owner Either Purchased The Real Property Or Improved The Real Property In The Racing Facility Zone; To Define Terms; To Provide That This Section Shall Apply Notwithstanding Any Changes To The Size, Scope, Configuration, Technology, Or Type Of Racing Conducted At The Racing Facility And Racetrack As Long As Such Changes To The Racing Facility And Racetrack Are Lawful; To Prohibit A Political Subdivision Of This State From Adopting Or Enforcing Any Ordinance, Resolution, Or Regulation That Would Restrict, Limit, Or Prohibit The Operation Of A Racing Facility Or Racetrack In A Manner Inconsistent With This Section; To Provide The Applicability Of State Or Federal Environmental Or Health And Safety Laws And Regulations; And For Related Purposes.
