An Act To Authorize The Issuance Of State General Obligation Bonds To Provide Funds To Assist South Central Regional Medical Center In Paying Costs Associated With Construction Of The Rural Health Institute On The South Central Regional Medical Center Campus In Laurel, Mississippi; And For Related Purposes.

An Act To Establish The "public Safety Recruitment And Retention Act," To Provide College Tuition Awards For Certain Public Safety Personnel And Their Legal Dependents; To Define Terminology Used In The Act; To Provide That Subject To Appropriation, Public Safety Personnel With At Least Six Years Of Service Shall Be Entitled To An Award Worth Up To 100% Of The Resident Tuition; To Provide That The Maximum Award To Attend An Approved Private Institution Shall Be Equal To The Total Cost Of Tuition And Mandatory Fees Charged To A Mississippi Resident At The Public Institution Of Higher Education That Has The Highest Combined Tuition And Mandatory Fee Cost In The State, As Determined By The Postsecondary Education Financial Assistance Board; To Prescribe The Necessary Criteria To Be Presented To The Board By The Public Safety Personnel When Applying For Tuition Awards; To Require Applicants To Meet All Admission Requirements Of The Institution Of Higher Learning Of Application For Enrollment And To Pursue A License Or Associate Or Baccalaureate Degree In A Specified Academic Subject Area; To Provide That Individuals Who Have Already Earned A Baccalaureate Degree Are Ineligible To Use The Tuition Award To Earn Another Degree, To Require Applicants Who Are Renewing Their Application For Tuition Award To Present Proof Of Employment And Proof Of Residence In The State Of Mississippi; To Provide That The Tuition Award Created Under This Act Shall Be A Last Dollar Scholarship And Require Applicants To First Apply For All Other Forms Of Federal And State Student Financial Aid; To Provide Eligibility For Tuition Awards To Legal Dependents Of Public Safety Personnel With At Least Ten Years Of Service Upon A Condition Of The Legal Dependent To Enter Into An Agreement To Remain In The State For A Minimum Of Five Years As Well As A Commitment To Provide A Copy Of His Or Her State Income Tax Return Annually To Board In Order To Prove Continued Residency In Mississippi Upon Completion Of Their Academic Degree; To Provide That The Death Of Public Safety Personnel In The Line Of Duty Shall Not Disqualify An Individual's Otherwise Eligible Legal Dependent From Receiving The Tuition Award; To Establish An Annual December 15 Deadline For Receipt Of Tuition Awards Applications And March 1 Deadline For The Board To Notify Applicants Of Approval Or Denial Of Application Request; To Establish The Public Safety Recruitment And Retention Fund In The State Treasury For Purposes Of Granting Tuition Awards As Provided In The Act; To Stipulate That If Funds Are Insufficient To Provide Tuition Awards For All Eligible Applicants, Public Safety Personnel Shall Be In The First Class Of Applicants To Receive The Awards, And Dependents Shall Be In The Second Class, In A Priority Order Specified In The Act; And For Related Purposes.

An Act To Create The Fetal And Infant Mortality Review Panel To Review Fetal Deaths And Deaths Of Infants Up To One Year Of Age And Establish Strategies To Prevent Infant Deaths; To Provide That The Review Panel Shall Be Multidisciplinary And Composed Of Such Members As Deemed Appropriate By The State Department Of Health; To Require The Review Panel To Submit A Report Annually To The House And Senate Public Health Committees That Include The Numbers, Causes And Relevant Demographic Information On Infant Mortality Deaths In Mississippi, And Appropriate Recommendations To The Legislature On How To Most Effectively Direct State Resources To Decrease Infant Mortality In The State; To Require That Data Shall Be Provided To The Review Panel By The State Medical Examiner's Office, State Department Of Health, Department Of Human Services, Medical Examiners, Coroners, Health Care Providers, Law Enforcement Agencies, And Any Other Agencies Or Officials Having Information That Is Necessary For The Review Panel To Carry Out Its Duties; To Require Physicians, Hospitals And Pharmacies To Provide Reasonable Access To The Review Panel To All Relevant Medical Records Associated With A Case Under Review By The Review Panel; To Provide That Information, Records And Proceedings Of The Review Panel Are Confidential And Not Subject To The Open Meetings Act, The Public Records Act Or Subpoena, Discovery Or Introduction Into Evidence; To Authorize The Review Panel To Initiate Enforcement Actions Against Agencies Or Officials That Do Not Provide Information To The Panel In A Complete And Timely Manner; To Amend Section 25-41-3, Mississippi Code Of 1972, To Conform To The Preceding Provisions; To Exempt Certain Quality Assurance, Quality Improvement, Performance Improvement, And Review Records Of The State Department Of Health From The Public Records Act; To Provide That Such Records Shall Be Confidential And Not Subject To Disclosure, Subpoena, Or Discovery; To Exempt Certain Radiological Health And Radioactive Material Licensing Information From The Public Records Act When Disclosure Would Pose A Risk To Public Health Or Security; To Amend Section 25-41-7, Mississippi Code Of 1972, To Authorize The State Department Of Health And Certain Panels, Committees, Systems, Or Programs Established, Designated, Administered, Or Supported By The Department For Purposes Of Quality Assurance, Quality Improvement, Performance Improvement, Peer Review, Patient Safety, Morbidity Or Mortality Review, Or System Evaluation To Conduct Closed Meetings Or Executive Sessions For The Discussion Of Confidential Quality Assurance And Performance Improvement Matters; And For Related Purposes.
