An Act To Amend Section 41-41-3, Mississippi Code Of 1972, To Provide That A Health Care Provider May Provide Health Care Not Prohibited By Law For An Unemancipated Minor Only After First Obtaining The Consent Of A Parent, Guardian Or Surrogate; To Set Forth Certain Consent Requirement Exceptions; To Amend Section 41-41-17, Mississippi Code Of 1972, To Delete The Authorization That Minors May Participate As Subjects In Research; To Amend Section 41-42-7, Mississippi Code Of 1972, To Provide That Contraceptive Supplies And Information May Not Be Furnished By A Physician To Any Minor Except In Certain Cases; To Repeal Section 41-41-13, Mississippi Code Of 1972, Which Provides That No Parental Consent Is Required For Treatment Of Venereal Disease; To Repeal Section 41-41-14, Mississippi Code Of 1972, Which Provides For Mental Health Treatment Of Minors Age 15 And Over Without Parental Consent; To Create A New Section That Authorizes A Parent To Bring Suit For Any Violation Of This Act; To Provide That Any Person Who Successfully Asserts A Claim Or Defense Under This Act May Recover Declaratory Relief, Injunctive Relief, Nominal Damages, Compensatory Damages, Reasonable Attorney's Fees And Costs And Any Other Appropriate Relief; To Provide That Sovereign, Governmental And Qualified Immunities To Suit And From Liability Are Waived And Abolished To The Extent Of Liability Created By This Act; And For Related Purposes.

An Act To Amend Section 41-41-3, Mississippi Code Of 1972, To Provide That A Parent Of An Unemancipated Minor Has The Fundamental Right To Direct The Upbringing, Education And Care, Including Health Care, Of The Minor, And That Government Shall Not Substantially Burden That Right Unless It Demonstrates That Doing So Furthers A Compelling Governmental Interest And Is The Least Restrictive Means Of Furthering Such Interest; To Require Parental Consent Before Providing Health Care To An Unemancipated Minor, With Certain Exceptions; To Authorize And Empower Certain Individuals To Consent On Behalf Of An Unemancipated Minor If A Parent's Right To Make Health Care Decisions On Behalf Of The Minor Has Been Suspended Or Terminated; To Provide That Those Who Reasonably Rely In Good Faith On An Individual's Representation That The Individual Is A Minor's Parent Shall Not Incur Liability; To Repeal Section 41-41-13, Mississippi Code Of 1972, Which Provides That A Licensed Physician Or Nurse Practitioner Who Treats A Minor For A Venereal Disease Is Not Obligated To Obtain Consent From Or To Inform A Parent Or Guardian Of Such Treatment; To Repeal Section 41-41-14, Mississippi Code Of 1972, Which Provides That Any Licensed Physician Or Psychologist Who Consults With Or Prescribes Medication For A Minor Of At Least 15 Years Of Age For Mental Or Emotional Problems Caused By Or Related To Alcohol Or Drugs Is Not Obligated To Obtain The Consent Of The Spouse, Parent Or Guardian Of Said Minor; To Amend Section 41-42-7, Mississippi Code Of 1972, To Remove From Certain Individuals And Entities The Authority To Refer A Minor For Contraceptive Supplies And Information; And For Related Purposes.

An Act To Enact The "families' Rights And Responsibilities Act"; To Provide That The Liberty Of A Parent To Direct The Upbringing, Education, Health Care And Mental Health Of That Parent's Child Shall Be A Fundamental Right; To Provide That The State, Any Political Subdivision Of This State Or Any Other Governmental Entity Shall Not Substantially Burden The Fundamental Right Of A Parent To Direct The Upbringing, Education, Health Care And Mental Health Of That Parent's Child Without Demonstrating That The Burden Is Required By A Compelling Governmental Interest Of The Highest Order As Applied To The Parent And The Child And Is The Least Restrictive Means Of Furthering That Compelling Governmental Interest; To Provide Specific Rights And Responsibilities Of Parents; To Set Standards For The Educational Involvement For Parents In School Districts; To Provide That A Person, Corporation, Association, Organization, State-supported Institution Or Individual Employed By Any Of These Entities Shall Obtain The Consent Of A Parent Of A Child Before Taking Any Specific Medical Care; To Provide A Cause Of Action For Any Violation Of The Act; To Provide That Parents Have Inalienable Rights That Are More Comprehensive Than Those Listed In This Act; And For Related Purposes.

An Act To Amend Section 57-87-5, Mississippi Code Of 1972, To Amend The Definition Of "equipment Used In The Deployment Of Broadband Technologies" For Purposes Of The Credit Against Income Tax And Corporation Franchise Tax Liability Of Telecommunications Enterprises For Certain Investments Made In Such Equipment, And For Purposes Of The Ad Valorem Tax Exemption For Such Equipment Placed In Service In A Certain Time Period; To Limit The Aggregate Amount Of Income Tax And Corporation Franchise Tax Credits That May Be Claimed During A Calendar Year; To Provide That, If The Total Credits Requested Exceed The Annual Aggregate Cap, Each Telecommunications Enterprise Shall Be Allocated Credits On A Prorated Basis; To Provide That No Credit Shall Be Allowed If The Equipment Was Paid For, Or Its Cost Was Reimbursed By, Funds Made Available Under The Broadband Equity, Access, And Deployment (bead) Program; To Amend Section 57-87-7, Mississippi Code Of 1972, To Specify The Equipment Placed In Service After June 30, 2025, And Before July 1, 2030, That Is Eligible For The Ad Valorem Tax Exemption; To Require A Taxpayer To Submit A Certified, Sworn Description Of The Equipment To The Tax Assessor Of The County In Which Such Equipment Is Located, On Or Before April 1 Of The First Assessment Year In Which The Exemption Is Being Claimed; To Amend Section 27-65-101, Mississippi Code Of 1972, To Revise The Definition Of "equipment Used In The Deployment Of Broadband Technologies" For Purposes Of The Industrial Sales Tax Exemption For Sales Of Such Equipment; And For Related Purposes.
