An Act To Require Public Schools To Include Instruction In Mental Illness And Mental Health In The Health Education Component Of The Comprehensive School Health Education Program; To Describe The Objectives Of The Mental Health Instruction; To Require In-service Training On Mental Illness For Licensed School Employees; And For Related Purposes.

An Act To Create The Children's Advocacy Commission; To Provide That The Commission Is Charged With Coordinating And Streamlining The State's Efforts To Provide Needed Services To Mississippi's Children; To Provide The Number Of Members On The Commission; To Require The Commission To Report To The Governor And Certain Committees Of The Legislature Not Later Than December 1 Of Each Year; To Require The Commission To Adopt Internal Organizational Procedures Necessary For The Efficient Operation Of The Commission; To Authorize The Commission To Establish Subcommittees For Conducting Specific Programs And Activities; To Require The Commission To Create Resource Maps Of All Funds Received For Programs And Services That Support Children In This State, To Assess The Effectiveness Of Those Programs And Services And To Determine The Feasibility Of Merging, Continuing Or Discontinuing Those Programs Or Services; To Require All Agencies, Departments, Institutions And Political Subdivisions Of The State That Provide Programs Or Services To Children In This State To Create An Itemized List Of Those Programs And Services, And To Cooperate With The Commission; To Provide That The Itemized Lists Of Programs And Services Shall Be Provided To The John C. Stennis Institute Of Government At Mississippi State University Not Later Than September 1 Of Each Year; To Provide That The Stennis Institute Shall Compile The Information In Those Lists Into One Document, And Provide The Compiled Information To The Commission And Certain Committees Of The Legislature Each Year; To Require The Commission To Provide The Information Received And Prepared By It To The Department Of Human Services; And For Related Purposes.

An Act To Provide That Any County Board Of Supervisors May Be Employed By A Community College District While Holding The Position Of Supervisor; And For Related Purposes.

An Act To Amend Section 3-3-7, Mississippi Code Of 1972, To Designate June 19 As "juneteenth Freedom Day"; To Specifically Provide That Juneteenth Freedom Day Shall Not Be A Legal Holiday, But Shall Be A Day Of Commemoration At No Expense To The State; To Clarify When A Legal Holiday Will Be Celebrated When The Holiday Falls On A Saturday Or Sunday; And For Related Purposes.

An Act To Amend Section 37-9-79, Mississippi Code Of 1972, To Provide An Allocation Of Funds Under The Mississippi Student Funding Formula For The Purpose Of Employing Elementary Professional School Counselors; To Require The Funds To Be Allocated To Those School Districts Having The Highest Documented Need For Counselors; To Provide An Additional Allocation Of Funds In Each Subsequent Fiscal Year Until Each Elementary School Has Employed At Least One Professional School Counselor; To Authorize The State Department Of Education To Employ A Supervisor Of Professional School Counselors; To Amend Section 37-151-209, Mississippi Code Of 1972, In Conformity To The Provisions Of This Act; And For Related Purposes.

An Act To Create New Section 37-106-85, Mississippi Code Of 1972, To Create The African American Resident Physician Scholarship Program To Be Administered By The University Of Mississippi Medical Center For The Purpose Of Increasing The Number Of African American Physicians That Provide Services In Underserved Cities Or Counties; To Require The University Of Mississippi Medical Center To Adopt Rules And Regulations To Administer The Program; To Provide For The Eligibility Of The Program; To Provide That Upon Entering The Practice Of Medicine, A Participant In The Program Must Serve In A Health Professional Shortage Area, Medically Underserved Area, Or Rural Area Otherwise Approved For Practice For At Least Five Years; To Require The Physician To Repay If They Do Not Fulfill Such Obligation; And For Related Purposes.

An Act To Amend Sections 37-16-3 And 37-16-9, Mississippi Code Of 1972, Which Are Provisions Of The Statewide Testing Program, To Require The Uniform Basic Skills Tests To Be Administered In The Primary Spoken Language Of Students Identified As English Language Learners; To Require The State Department Of Education To Translate And Print The Assessments In The Appropriate Language For The Appropriate Grade Levels; To Require The Department To Provide School Districts In Need With Testing Observers Or Proctors Capable Of Providing Translation Assistance To Students Identified As English Language Learners; To Require School Districts To Request The Need For Translation Assistance Within A Reasonable Period Before The Administration Of Applicable Assessments; To Require School Districts To Report To The Department The Number Of, Grades Of And Primary Spoken Languages Of All English Language Learners Enrolled In Its Schools; To Bring Forward Section 37-16-5, Mississippi Code Of 1972, For Purposes Of Possible Amendment; And For Related Purposes.

An Act To Amend Section 27-19-56.7, Mississippi Code Of 1972, To Reauthorize The Issuance Of Distinctive Motor Vehicle License Tags Displaying The Emblem Of A Public Community College Or Junior College In This State; And For Related Purposes.

An Act To Create A Special Fund In The State Treasury To Be Known As The "historic Courthouse Fund"; To Provide That The Fund Shall Be Administered By The Department Of Archives And History For The Purpose Of Making Grants To Counties For The Maintenance And/or Restoration Of Historic Courthouses In Mississippi; To Provide That In Order To Receive A Grant From The Fund, A County Must Provide Matching Funds In The Amount Of Twenty-five Percent Of The Grant; To Authorize The Department To Solicit Gifts And Accept Donations For The Fund, And To Sell Donated Property And Deposit The Proceeds In The Fund; To Authorize The Legislature To Appropriate, Transfer Or Otherwise Provide Additional Funds For The Fund; To Provide That All Funds Deposited In The Historic Courthouse Fund Shall Be Expended, Upon Appropriation By The Legislature, By The Department Of Archives And History As Provided In This Act; And For Related Purposes.
