Create new sections of KRS Chapter 197 to establish the Kentucky Community and Technical College System Prison Education Program within the Department of Corrections in partnership with the Kentucky Community and Technical College System (KCTCS) to provide inmates with job training; require KCTCS to construct a facility to house the program at Northpoint Training Center; establish convictions that preclude participation in the program; require the parties to enter into a memorandum of agreement establishing the responsibilities of each party; amend KRS 196.281 to establish entitlement to a certificate of employability upon successful completion of the program and require reporting by the department; amend KRS 335B.020 to establish that a person shall not be disqualified from public employment or obtaining an occupational license solely because of previous criminal conviction and obtaining a certificate of employment from the department shall constitute rebuttable evidence of rehabilitation and fitness for the occupation; amend KRS 355B.030 to remove a conviction of a Class A felony, Class B felony, or any other felony offense other than a conviction that would qualify the individual as a registrant as defined in KRS 17.500 as supportive of a rebuttable presumption of a connection between that conviction and a license issuance request.

Amend KRS 15.020 to define "entity of the executive branch"; require the Attorney General, in consultation with the Finance and Administration Cabinet, to review and approve or disapprove any settlement of pending or threatened litigation within 180 days before a gubernatorial inauguration that exceeds $1,000,000; amend KRS 18A.111 to require a 24-month probationary period to any person who at any time in 18 months prior to a gubernatorial inauguration is appointed to a position in the classified service and who held a position that was unclassified under KRS 18A.115; deny that person any preferences in hiring or reemployment; amend KRS 45A.095 to define "executive branch agency"; require any contract executed or renewed through noncompetitive negotiation within 180 days preceding a gubernatorial inauguration be certified as necessary due to an emergency condition by the State Treasurer and secretary of the Finance and Administration Cabinet; amend KRS 171.530 to require certain records be preserved in the 12 months preceding a gubernatorial inauguration for the Governor-elect and his or her transition team; amend KRS 171.990 to find any person who violates KRS 171.530 be guilty of a Class A misdemeanor; grant the Attorney General concurrent original jurisdiction to enforce.

Create new sections of KRS Chapter 311A to create the EMS Professionals Foundation Program fund; specify the ambulance services and EMS professionals that are eligible to share in the distribution of the fund; provide that the Board of Emergency Medical Services shall administer the fund and may promulgate administrative regulations to facilitate its administration; authorize reimbursement for an EMS professional's out-of-pocket costs for mental health treatment for a diagnosed post-traumatic stress injury or post-traumatic stress disorder; provide for annual supplements to ambulance providers for each EMS professional it employs; amend KRS 42.190 and 136.392 to include the EMS Professionals Foundation Program fund to the premium surcharge; amend KRS 61.315 to include eligibility for in the line of duty death benefits to specified ambulance service providers.

Create new sections of KRS Chapter 160 to establish a process for the creation of new independent school districts from a persistently underperforming school district; define terms; establish the process for a local legislative body where a persistently underperforming school district is located to place the question of creating new independent districts and local boards of education on the ballot; specify the requirements for the questions and the board of education provisional election; establish the initial terms of office for the interim board of education; establish the transition of authorities from the originating district board of education to the boards of both the altered originating district and the new independent district; require the Kentucky Department of Education to calculate assets and liabilities of the originating district for division to the new independent districts; authorize the originating district to maintain control and use of assets until the scheduled transfer to the new independent districts and authorize the continued payments of debts; establish a negotiation process between the originating district and the new independent districts to resolve the division of the originating district's assets and liabilities; establish a deadline for the negotiation to conclude; provide a process for resolution of disagreements; establish a deadline for the transfer of all assets and debts; authorize the originating district to continue to assess and collect taxes for all districts until the close of the tax year in which the new independent districts are fully operational; provide for the distribution of collected taxes during the transition period; require the county judge/executive to call the newly elected interim boards of new independent districts to meet; allow the interim board to request assistance from the Kentucky Department of Education; establish the transition process for new independent districts to become fully functional; allow the interim board to submit a waiver request for a statute or administrative regulation to the Kentucky Board of Education; authorize the interim board to enter into service contracts with another school district during the transition; establish a process for the interim board to vote to terminate the establishment of the new independent district due to financial nonviability during the transition; establish the transition from an interim board to a fully functional board of the new independent district; require the continued collection of taxes restricted to the payment of debt or interest; waive the requirement for school-based decision making for the first year of operations of the new independent district; require the interim board of the new independent district to develop a transition plan and establish the requirements of the plan; create a new section of KRS Chapter 157, relating to state formula funding calculations, to establish a projection model for the first year of full operations of the new independent district and the altered originating district.
