Amends the Election Code. Requires the State Board of Elections to redact from statements of organization the addresses of all current and past officers of campaign committees upon the written request of the supported candidate or the current chair of the campaign committee, using the standardized form developed for that purpose by the Board. Amends the Illinois Income Tax Act. Provides that, for taxable years beginning on or after January 1, 2026, a taxpayer who is an eligible member of the judiciary is allowed an income tax credit in an amount equal to the qualified security expenses incurred by the taxpayer during the taxable year. Specifies that the credit may not be carried back and may not reduce the taxpayer's liability to less than zero. Provides that, if the amount of the credit exceeds the taxpayer's tax liability for the taxable year, then the excess may be carried forward and applied to the tax liability of the 5 taxable years following the excess credit year. Requires the tax credit to be applied to the earliest year for which there is a tax liability. Provides that, if there are credits for more than one year that are available to offset a liability, the earlier credit shall be applied first. Defines the terms "eligible member of the judiciary", "federal judge", and "qualified security expense". Effective immediately.

Amends the State Fire Marshal Act. Provides that all fire departments and units of local government that provide fire protection services in the State shall report the death of any firefighter employed by the fire department or unit of local government to the Office of the State Fire Marshal. Specifies the information that shall be reported to the Office. Provides that the Office shall publish an annual report concerning the information reported and shall make the report available to the public. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that if within the court's discretion, no condition or combination of conditions of pretrial release can materially mitigate (rather than mitigate) (i) the real and present threat to the safety of any person or persons or the community, based on the specific articulable facts of the case, for offenses listed in the denial of pretrial release provisions of the Code, or (ii) the defendant's willful flight for specified offenses listed in the denial of pretrial release provisions. Amends the Unified Code of Corrections. Deletes a provision providing that home detention for purposes of credit for time served in custody includes restrictions on liberty such as curfews restricting movement for 12 hours or more per day and electronic monitoring that restricts travel or movement. Deletes a provision providing that electronic monitoring is not required for home detention to be considered custodial for purposes of sentencing credit.
