Creates the Workforce Pipeline Act. Provides that beginning with the 2027-2028 school year, each institution (defined as a public high school, school district, or nonpublic high school recognized by the State Board of Education) shall provide access to at least one Pipeline Program in a high-need occupation. Requires the State Board, in consultation with the Department of Commerce and Economic Opportunity, to develop a model memorandum of understanding for an institution and a local workforce partner. Requires an employer participating in a Pipeline Program to maintain workers' compensation and general liability insurance. Provides that participation in a Pipeline Program does not create civil liability for an employer beyond the employer's statutory duties, as long as the employer acts in good faith and complies with safety requirements. Provides that an institution's chief procurement office shall establish a bid preference, not to exceed 5%, for an employer participating in a Pipeline Program. Allows a student to participate in a Pipeline Program with parental consent if under the age of 18. Provides that an institution and a local workforce partner may establish articulation agreements for credit, credentials, or hours earned. Requires an employer to comply with all safety standards applicable to minors and a mentor or supervisor to comply with an institution's volunteer or contractor background-check procedures. Requires the State Board to submit a one-page summary on Pipeline Programs to the General Assembly. Provides that nothing in the Act may be construed as a mandate requiring an institution to incur additional expenditures or establish new programs. Allows the State Board and the Department of Commerce and Economic Opportunity to adopt any rules necessary to implement the Act. Repeals the Act on July 1, 2032. Makes other changes. Effective immediately.

Reinserts the provisions of the bill with these changes. Requires the court to grant a request for remote hearing unless good cause is shown to deny the request. Provides that a petitioner may not be denied a protective order solely on the basis that the petitioner or the respondent is incarcerated in a penal institution at the time of the issuance of the order. Allows a petition seeking protection to include a crime victim who was abused by a family or household member before the offender was incarcerated and by any person who has previously suffered abuse by a family or household member convicted of certain crimes. Provides that if the respondent does not contest the motion to extend a plenary order of protection after service of the motion in accordance with Supreme Court Rules, the court may grant the request for an extension based solely on the petitioner's motion and affidavit setting forth the requirements of the provisions governing plenary orders. Makes structural changes.

Amends the Illinois School Student Records Act. Provides that "school student record" also means any written or electronic communications and any accompanying attachments in whole or in part sent to or from a parent, guardian, or other family member of a student that are maintained by a school or at its direction or by an employee of the school and that relate to the education, health, safety, discipline, or well-being of the student, regardless of whether the student may be individually identified.

Amends the Code of Criminal Procedure of 1963. Provides that an eligible offender or an eligible offender's attorney or an attorney associate of the attorney (rather than the State's Attorney of the county in which the defendant was sentenced) may petition the sentencing court or the sentencing court's successor to resentence the offender if the original sentence no longer advances the interests of justice. Provides that the court has 6 months from when a petition was filed to respond to the petition. Provides that the criteria for being an "eligible offender" are that the eligible offender: (1) must have been originally sentenced to 10 or more years in the Department of Corrections by a circuit court of this State; (2) must have been convicted for a crime that is not a violent crime for which the offender is seeking resentencing; (3) must have participated in educational programs, drug programs, or received earned credit through work programs; (4) must have served a minimum of 24 months in the Department of Corrections for the conviction in which the offender is seeking resentencing; (5) must not have violated serious rules or disciplinary standards within the Department of Corrections in the last 24 months prior the filing of the petition; and (6) must have remained in the least restrictive privilege level for privileges within the Department of Corrections for incarcerated persons, one year prior to the petition.

Amends the Unified Code of Corrections. Provides that the Act may be referred to as the Corrections Family Notification Act. Provides that the Department of Corrections shall notify all approved visitors of a committed person when that person is: (1) placed in restrictive housing; (2) removed from restrictive housing; (3) housed in a unit subject to lockdown; or (4) returned to normal operations following a lockdown. Establishes the contents of the notification. Provides that no security-sensitive details shall be disclosed. Provides that notification shall be provided via email and SMS text message, if the visitor opts in. Provides that the Department shall maintain an online portal for visitors to update contact information and select preferred notification methods. Provides that notification of the end of confinement or lockdown must be sent within 2 hours of normal operations resuming. Provides that if a notification is sent in error, the Department shall issue a corrected notification within 2 hours of identifying the error. Provides that the Department shall publish an annual report summarizing compliance. Provides that the Department shall adopt rules necessary to implement the provision, including: (1) visitor contact management; (2) communication protocols; and (3) data privacy protections. Effective January 1, 2027.

Amends the Interest Act. Provides that, whenever the rate of interest exceeds an annual percentage rate of 8% on any written contract, agreement or bond for deed providing for the installment purchase of residential real estate made primarily for personal, family, or household purposes (rather than for the installment purchase of residential real estate), or on any loan secured by a mortgage on residential real estate made primarily for personal, family, or household purposes (rather than on any loan secured by a mortgage on residential real estate), it shall be unlawful to provide for a prepayment penalty or other charge for prepayment.

Amends the Property Tax Code. Provides that the equalized assessed value of property in a general assessment year, other than long-term ownership property, shall not exceed the equalized assessed value of the property in the immediately preceding general assessment year, increased by the lesser of: (1) 3% of the equalized assessed value of the property for the immediately preceding general assessment year; or (2) the percentage increase, if any, in the Consumer Price Index during the 12-month calendar year preceding the general assessment year for which the property is being reassessed. Provides that the equalized assessed value of long-term ownership property in a general assessment year shall not exceed the equalized assessed value of the property in the immediately preceding general assessment year increased by 2% of the equalized assessed value of the property for the immediately preceding general assessment year. Defines "long-term ownership property". Preempts the power of home rule units to tax. Effective immediately.

Amends the Community-Integrated Living Arrangements Licensure and Certification Act. In provisions concerning per diem reimbursement for a community-integrated living arrangement provider, provides that, if it is determined by third-party medical personnel that a resident that required a medical absence is unable to return to the community-integrated living arrangement, or if the resident dies during the medical absence, the provider shall receive 100% of the per diem reimbursement for up to 20 medical absence days. Effective immediately.

Creates the Higher Education Student Support and Academic Freedom Act. Provides that public institutions of higher education shall strive to foster an environment that is free from unlawful discrimination or harassment based on any protected characteristic under applicable law, to maintain clear, content-neutral conduct standards and reporting channels designed to address unlawful discrimination, harassment, intimidation, and retaliation, and to have clear policies describing how students with disabilities can request and receive reasonable accommodations to enable equal academic and campus participation. Prohibits public institutions of higher education from unlawfully infringing on students' constitutional rights to free speech, press, assembly, and petition. Provides that public institutions of higher education shall have the ability to allow students to form and join associations and to allow students to engage in lawful, peaceful protest. Provides that public institutions of higher education shall strive to publish clear, accurate, and timely information regarding courses, degree pathways, credit evaluation and transferability, and graduation criteria and to assess academic performance based on demonstrated learning and achievement and pursuant to published standards. Provides that students have the right to inspect, review, and request corrections to higher educational records. Provides that public institutions of higher education shall have the ability to ensure academic programs are guided by professional and disciplinary standards and academic integrity. Provides that public institutions of higher education shall strive to provide students with information and opportunities in pertinent academic programs that promote workforce-relevant skills, career exploration, and stackable or recognized credentials of value, to provide independently accredited education that integrates broad learning, cultivates transferable skills, and prepares students for engaged citizenship, to provide students with a fair disciplinary process appropriate to the nature of the applicable disciplinary charge, to follow published policies and provide internal appeal routes for adverse educational actions as appropriate or required by applicable law, and to clearly disclose tuition, fees, and applicable, material financial obligations prior to and during enrollment. Provides that public institutions of higher education shall have the ability to publish transparent policies on tuition refunds, withdrawals, and cancellations and shall strive to provide a timely, transparent, and consistent evaluation of transfer credits using published criteria. Sets forth provisions concerning construction of the Act.

Amends the Illinois State Auditing Act. Provides that, as soon as practical after the effective date of the amendatory Act, the Auditor General shall conduct a comprehensive investigation of how 340B covered entities within Illinois participate in the 340B Drug Discount Program. Provides that the investigation shall examine the impact of this participation by 340B covered entities on State health programs, such as Medicaid and the State Employees Group Insurance Program, and shall include the specified assessments. Requires the Auditor General to make recommendations to the General Assembly based on the findings from the investigation.

Creates the Rogue Component Installation Prevention Act. Provides that, on and after the effective date of the Act, no public utility, unit of local government, or school district shall install components manufactured by a foreign country of concern on a renewable energy device in the State. Requires every distributor, manufacturer, or seller of a renewable energy device in the State to report the characteristic contents of any component installed on the renewable energy device, including the date of manufacture, the country of origin, and the location of the company that manufactured the component, to the United States Department of Homeland Security, the United States Department of Energy, the Illinois Power Agency, the Illinois Emergency Management Agency, and the Illinois State Police. Defines terms.
