Creates the Educational Credit for Election Judges Act. Provides that each institution of higher education may adopt a policy regarding its awarding of academic credit or a non-credit alternative for election judges. Provides that the policy may apply to any individual who has been an election judge while enrolled in the institution of higher education. Amends the Election Code. Provides that if an election judge receives academic credit, the judge may not receive any other compensation under the Election Code.

Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2026, shall not impose any prior authorization or utilization management controls on covered behavioral health services. Makes conforming changes to the State Employees Group Insurance Act of 1971, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, and the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Insurance and the Department of Healthcare and Family Services to establish a process for receiving complaints from providers and covered individuals for violations of the mandate. Grants the Department of Insurance and the Department of Healthcare and Family Services the authority to issue cease and desist orders and administrative fines. Amends the Prior Authorization Reform Act. Provides that the Department of Healthcare and Family Services shall adopt rules consistent with the Act. Provisions amending the Prior Authorization Reform Act are effective immediately.

Amends the Illinois Insurance Code, the Dental Care Patient Protection Act, and the Dental Service Plan Act. Provides that no insurer, dental service plan corporation, professional service corporation, insurance network leasing company, company offering a managed care dental plan, company offering a point-of-service plan, or any company that amends, delivers, issues, or renews an individual or group policy of accident and health insurance that provides dental insurance in this State may deny coverage for replacement of teeth to any insured on the basis of those teeth having been extracted or otherwise lost prior to the person becoming covered under the plan.

Provides that each State agency shall make available on the Internet, and update at least monthly, no later than the end of each month (rather than by the 15th of the month), sufficient information concerning the investment of any public funds held by that State agency to identify specified information. Amends the Illinois Secure Choice Savings Program Act. Provides that the accounts established under the Secure Choice Savings Program shall be IRAs, into which enrollees contribute funds that are invested in investment options established by the Illinois Secure Choice Savings Board. Provides that a separate account shall be established for each enrollee and the accounts shall be owned by the enrollee. Provides that the savings accounts established under the Program shall be portable and allow for an enrollee to make contributions from multiple employers into a single account. Provides that an enrollee in the Program may have both a Roth IRA and a Traditional IRA through the Program. Provides that the Board shall have the duty to assess the feasibility of agreements with other governmental entities, including other states and their agencies and instrumentalities, to achieve greater economies of scale through shared resources and to enter into those agreements if determined to be beneficial. Provides that an employer who fails without reasonable cause to enroll an employee in the Program within the time provided and fails to remit their contributions (rather than fails without reasonable cause to enroll an employee in the Program within the time provided) shall be subject to a penalty. Makes changes in provisions concerning employer and employee information packets. Effective immediately.

Amends the Election Code, the Illinois Act on the Aging, the Children and Family Services Act, the Grocery Initiative Act, the Illinois Lottery Law, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the Illinois Power Agency Act, the Illinois Health Facilities Planning Act, the Hydrogen Economy Act, the Community Land Trust Task Force Act, the Community-Based Corrections Task Force Act, the Illinois Procurement Code, the Illinois Income Tax Act, the Counties Code, and the Park Commissioners Land Sale Act. Extends various repeal and reporting dates and other provisions in those Acts, including provisions establishing a tax credit and a mechanics lien demand and referral pilot program and authorizing the sale of property in Rockford and Joliet. Amends the Statute on Statutes. Provides that, if a bill that changes or eliminates the stated repeal date of an Act or an Article or Section of an Act is passed by the General Assembly before or within 7 calendar days after the stated repeal date (rather than if a bill that changes or eliminates the stated repeal date of an Act or an Article or Section of an Act is presented to the Governor before the stated repeal date) and, after the stated repeal date, either the Governor approves the bill, the General Assembly overrides the Governor's veto of the bill, or the bill becomes law because it is not returned by the Governor within 60 calendar days after it is presented to the Governor, then the Act, Article, or Section shall be deemed to remain in full force and effect from the stated repeal date through the date the Governor approves the bill, the General Assembly overrides the Governor's veto of the bill, or the bill becomes law because it is not returned by the Governor within 60 calendar days after it is presented to the Governor. Amends the Election Code. Provides for the continuation, validation, and re-enactment of provisions of the Code concerning the Illinois Elections and Infrastructure Integrity Task Force, which were inadvertently repealed June 1, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Criminal Code of 2012. Provides for the continuation, validation, and re-enactment of provisions of the Code concerning the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law, which were inadvertently repealed June 1, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Eminent Domain Act. Provides for the continuation, validation, and re-enactment of provisions of the Act concerning the quick-take powers of Menard County, which were inadvertently repealed May 31, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Election Code. Provides that, in the case of petitions for the office of multi-township assessor, petitions shall be filed with the election authority not more than 141 (currently, 113 days) nor less than 134 days before the consolidated election. Amends the Illinois Municipal Code to make conforming changes. Amends the Downstate Forest Preserve District Act to correct an error. Amends the Park District Code. Provides that, if a district board's membership has been expanded or reduced by referendum or resolution, the additional members will be elected not earlier than 225 days (rather than 197 days) after the referendum or resolution. Amends the School Code. In the Educational Service Regions Article of the School Code, provides that, when a vacancy occurs in the office of regional superintendent of schools and more than 28 months remain in the term and the vacancy occurs at least 130 days before the next general election, appointment to fill the vacancy shall be until the next general election (rather than if more than 28 months remain in that term, the appointment shall be until the next general election). Makes changes to the effective date of Public Act 104-17. Specifies that the amendatory changes to the Prevailing Wage Act made by Public Act 104-17 take effect July 1, 2026. Amends the Metropolitan Transit Authority Act. Provides that, due to the fiscal impacts of the COVID-19 pandemic, the aggregate of all projected fare revenues from specified fares and charges received in fiscal years 2021, 2022, 2023, 2024, 2025, and 2026 (rather than 2021, 2022, 2023, 2024, and 2025) may be less than 50% of the aggregate costs of providing public transportation in those fiscal years. Provides that, due to the fiscal impacts of the COVID-19 pandemic, the aggregate of all projected fare revenues from specified fares and charges received in fiscal years 2021, 2022, 2023, 2024, 2025, and 2026 (rather than 2021, 2022, 2023, 2024, and 2025) may be less than 10% of the aggregate costs of providing ADA paratransit services in those fiscal years. Makes other changes. Effective immediately.

Creates the Health Care Facility Fee Transparency Act. Defines terms. Requires hospitals or health care systems to provide transparency, including written notices and proper signage, regarding facility fees, with certain requirements. Provides that a failure to comply with these requirements constitutes an unlawful practice under the Consumer Fraud and Deceptive Business Practices Act. Amends the Consumer Fraud and Deceptive Business Practices Act. Adds the Health Care Facility Fee Transparency Act to the list of other Acts that constitute a violation of the Consumer Fraud and Deceptive Business Practices Act.

Reinserts the provisions of the introduced bill with the following changes. Makes changes to defined terms. Replaces references to the Health Care Availability and Access Board, the Health Care Availability and Access Stakeholder Council, and the Health Care Availability and Access Board Fund to the Prescription Drug Affordability Board, the Prescription Drug Affordability Stakeholder Council, and the Prescription Drug Affordability Board Fund. Requires Prescription Drug Affordability Board membership to also include individuals with expertise in the practice of pharmacy. Includes reimbursements from health benefit plans in provisions concerning upper payment limits for payor reimbursements. Requires the Board to maintain financial records and accounts in accordance with generally accepted governmental accounting principles. Provides that the Board shall be deemed a public body for purposes of the Freedom of Information Act and the Open Meetings Act; all records of the Board, including meeting minutes, cost review records, and correspondence, shall be public records subject to disclosure in accordance with the Freedom of Information Act, except as otherwise provided by law; and meetings of the Board shall be open to the public in accordance with the Open Meetings Act. Requires the Board to establish an operational plan for distribution and access to a drug with an upper payment limit before the Board reviews specific drugs for affordability and establishes any upper payment limits. Provides that the Board shall prioritize establishing and implementing upper payment limits for the 10 prescription drug products with a Medicare Maximum Fair Price that went into effect in 2026 before proceeding with upper payment limits on other prescription drug products with a Medicare Maximum Fair Price or affordability reviews for any other prescription drug products. Adds more items to the list of information that may be included to conduct an affordability review. Provides that the Board may suspend an upper payment limit if it determines that there is a shortage of the drug in the State unless the Board determines that the shortage was caused by a manufacturer or its agent. Changes expertise requirements for membership of the Prescription Drug Affordability Stakeholder Council. Establishes specified exemptions for the Department of Healthcare and Family Services and other State departments in provisions concerning protections and other Board considerations. Provides that any upper payment limit established by the Board shall not apply to prescription drug products purchased by the Department of Healthcare and Family Services for the medical assistance program under Article V of the Illinois Public Aid Code or to a health care plan serving Medicaid populations that provides, arranges for, pays for, or reimburses the cost of any health care service for persons who are enrolled under the medical assistance program under Article V of the Illinois Public Aid Code unless, after consultation with and approval of the Director of Healthcare and Family Services, it is determined that the upper payment limit would reduce costs to the State. Provides that, if a prescription drug product subject to an upper payment limit established under the Act is intended to be made available for purchase by pharmacies, distributors, or wholesalers licensed in the State, it shall be available at a price that does not exceed the upper payment limit (rather than a wholesaler or distributor shall make any prescription drug product that is subject to an upper payment limit established under the Act available for purchase by pharmacies licensed in this State at a price that does not exceed the established upper payment limit), and, if a wholesaler or distributor acquires a prescription drug product subject to an upper payment limit at a price that exceeds the upper payment limit, the wholesaler or distributor is entitled to a chargeback or rebate equal to the difference between the price and the upper payment limit from the entity that sold the product to the wholesaler or distributor. Changes the required reporting date for the Board concerning the operation of the generic drug market in the United States to June 1, 2027 (rather than June 1, 2025). Requires the Board to notify the General Assembly if 5 years have passed without any litigation hindering Board operations. Provides that the Act is repealed 5 years after the effective date of the Act. Makes other changes. Effective 180 days after becoming law.
