Adds to the offense of bribery the offering or accepting of any pecuniary benefit because of any action previously taken by a public servant in the person's official capacity.

Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Hawaiian Home Lands to designate a repository or be the repository for any scientific data collected from any geological subsurface characterization activity on lands it holds in trust. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements. Requires that the first site where a borehole or test hole is drilled shall be on lands owned by DHHL. Establishes the Hawaii Groundwater and Geothermal Resources Center within the School of Ocean and Earth Science and Technology of UH Manoa. Appropriates funds.

Amends the statutory standard for excessive speeding.

Establishes the Educator Student Loan Repayment Program to provide for the repayment of qualified student loans for certain educators in the State. Appropriates funds.

Requires the Hawaii Public Housing Authority to develop and implement a comprehensive safety plan that includes the use of safety technologies for all public housing statewide. Requires the Authority to adopt policies that protect civil liberties and safeguard data and engage with public housing residents regarding the use of safety technologies. Appropriates funds.

Establishes the Primary Care Providers Working Group within the State Health Planning and Development Agency to address issues relating to, and develop recommendations for the stabilization of, primary care services in Hawaii. Requires the Working Group to make a report to the Legislature. Sunsets the Working Group on 6/30/2027. Effective 1/1/2050. (SD1)

Requires a digital application store provider to verify the age of users, require parental consent for users under sixteen years of age to download or purchase, or make a purchase on, a social media platform, and distribute that information to social media platforms. Requires social media platforms to obtain the age information from digital application store providers, determine whether parental consent has been provided for young persons, and take reasonable steps to identify young person users through their algorithms. Effective 1/1/2077. (HD2)

Prohibits real estate brokers from listing or offering the sale or lease of residential real estate to a limited or exclusive group of prospective buyers, real estate brokers, or real estate salespersons, with limited exceptions. Deems the practice an unfair or deceptive trade or practice subject to penalties and grounds for discipline. Effective 7/1/2050. (SD1)

Proposes an amendment to the Constitution of the State of Hawaii prohibiting live-fire training exercises on public trust lands.

Requires employers of twenty or more persons to offer a parking cash-out program in place of a parking subsidy and report to the Department of Transportation. Requires the Department of Transportation to report to the Legislature, adopt rules, and impose fines or penalties on violators.

Prohibits the use of fireworks in the presence of a minor under the age of sixteen unless the person has a valid permit and complies with safety requirements.

Appropriates funds to the Department of Agriculture and Biosecurity, Department of Land and Natural Resources, and Agribusiness Development Corporation to acquire, repair, and maintain irrigation systems in the State. Effective 7/1/3000. (HD1)

Establishes the Domestic Abuse Offender Registry within the Department of the Attorney General. Appropriates funds.

Requires the College of Tropical Agriculture and Human Resilience to establish a Center on Biosecurity Research, Education, and Extension to develop and implement innovative solutions for detecting, monitoring, eradicating, and managing invasive species. Requires the Department of Health to procure a Maternal and Infant Health Information Mobile Application by 1/1/2027 to provide qualified individuals with information on federal and state programs and resources for prenatal, pregnant, and postpartum individuals and their families. Requires DOH to issue a request for proposals. Authorizes DOH to procure or otherwise contract for an existing mobile pregnancy application. Appropriates funds. Effective 7/1/3000. (HD1)
