Requires homeowners insurance policies to permit an insured who sustains a total loss from a peril for which a state of emergency was declared to (1) apply additional living expenses benefits toward the lease of a housing unit to serve as the insured's temporary primary residence; (2) pay an advance of at least four months of additional living expenses benefits; and (3) provide additional living expenses benefits for a minimum of twenty-four months, subject to policy limits. Provides for extensions of additional living expenses benefits under certain conditions. Effective 7/1/2050. (HD1)

Requires the Department of Transportation to administer a statewide program for certification of active intelligent speed assistance systems and select a vendor for the installation and maintenance of systems. Limits the civil liability of motor vehicle manufacturers, distributors, and retailers for active intelligent speed assistance systems. Makes circumventing or tampering with an active intelligent speed assistance system a misdemeanor. Establishes penalties for operating a motor vehicle in violation of a court-ordered active intelligent speed assistance system requirement. Allows the Judiciary to impose the installation of active intelligent speed assistance systems as an additional penalty and as part of a license suspension or revocation for repeat offenders of certain traffic violations. Effective 1/1/2028. (CD1)

Prohibits foreign nationals, foreign corporations, and foreign-influenced business entities from making contributions, expenditures, electioneering communications, or donations for election purposes. Requires every for-profit business entity that contributes or expends funds in a state election to certify that the entity was not a foreign corporation or foreign-influenced business entity when the contribution or expenditure was made. Specifies that if the conditions that determine whether a business entity qualifies as a foreigninfluenced business entity are held unconstitutional by a final judgment, including all appeals, the Campaign Spending Commission is required to establish revised conditions that are constitutional. Requires noncandidate committees making only independent expenditures to obtain a statement of certification from each top contributor required to be listed in an advertisement avowing that no funds were derived from foreign nationals, foreign corporations, or foreign-influenced business entities. Exempts entities engaged in transporting cargo and subject to section 27 of the Merchant Marine Act of 1920. Effective 7/1/3000. (HD1)
