Authorizes each county that has established a surcharge on state tax before 7/1/2015 to extend the surcharge until 12/31/2045, at the same rates, if the county does so before 1/1/2028. Provides that no county surcharge on state tax authorized for a county that has not established a surcharge on state tax before 7/1/2015, shall be levied before 1/1/2019, or after 12/31/2045. Repeals certain conditions on the use of surcharges for housing infrastructure costs. Effective 5/13/2040. (SD1)

Clarifies that projects seeking exemptions from planning and development laws and rules may be modified by the Hawaii Housing Finance and Development Corporation under certain conditions. Authorizes HHFDC to make recommendations to appropriate Legislative bodies. Requires HHFDC or a county to accept an application seeking certain exemptions within thirty days, and to process the application within one hundred twenty days before final approval by a county legislative body for certain housing projects. Effective 7/1/2050. (SD1)

Establishes the Hawaii State Fellows Program within the Department of Human Resources Development to match talented applicants with full-time, paid fellowship roles in various state agencies for a period of ten to eleven months. Establishes minimum qualifications and procedures for eligible applicants to apply to the program. Gives preference to eligible program applicants who have pre-existing ties to the State or a demonstrated commitment to long-term leadership in the State. Requires the Department of Human Resources Development, in consultation with the Department of Labor and Industrial Relations, to coordinate with state agencies to implement and promote the program. Requires a report to the Legislature. Appropriates funds.

Beginning with the 2025-2026 school year, establishes a pilot program that requires the Department of Education to include cardiopulmonary resuscitation and automated external defibrillator training for public school students in grades six through twelve as part of existing health or physical education curriculum. Requires all public elementary, middle, intermediate, and high schools in the state to have a cardiac emergency response plan as part of the pilot program. Establishes standards for the cardiac emergency response plan. Requires school officials to work with county emergency medical service providers to integrate the cardiac emergency response plan into the counties' emergency response plan into the counties' emergency medical service provider protocols. Authorizes uncertified trainers to instruct others in the administration of an automated external defibrillator or cardiopulmonary resuscitation if the course does not result in certification. Terminates at the end of the 2029-2030 school year.
