Requires the Department to collaborate with the Hawaii Tourism Authority to develop the educational video. Expands the responsibilities of the Hawaii Tourism Authority to include the implementation and administration of tourism-related initiatives, in collaboration with other public agencies, that are designed to educate visitors on the environmental protection laws and regulations of the State and counties. Appropriates funds.

Exempts Hawaii Housing Finance and Development Corporation employees from the requirement that their employment actions and job descriptions be subject to approval by the Director of Business, Economic Development, and Tourism. Requires the Executive Director of HHFDC to be paid a salary recommended by its Board of Directors and subject to the approval of the Director of Business, Economic Development, and Tourism, not to exceed ninety-nine per cent of the salary of the Governor. Renames the position of Executive Assistant to Deputy Executive Director for HHFDC and increases the salary cap for the Deputy Executive Director. Establishes conditions for the issuance, renewal, and termination of employment contracts issued by the HHFDC, Hawaii Community Development Authority, and the Hawaii Public Housing Authority. Exempts the Executive Director of HCDA, and officers, agents, and employees appointed by the Executive Director, from the requirement that their employment actions and job descriptions be subject to approval by the Director of Business, Economic Development, and Tourism. Requires the Executive Director of HCDA to be paid a salary recommended by the Authority and subject to the approval of the Director of Business, Economic Development, and Tourism, not to exceed ninety-nine per cent of the salary of the Governor. Conditions the issuance of a certificate of inspection upon a vehicle not being equipped with any cover or shield installed over the license plate. Amends the penalty for obstruction of a license plate. Allows state or county parking enforcement officers and persons authorized by a state or county law enforcement agency to issue citations for vehicles with a cover or shield obstructing the license plate. Repeals the requirement that a cover or shield be intended to alter or interfere with the visibility, legibility, or identification of a license plate by law enforcement or traffic enforcement systems. Allows the naming rights of the Stadium Facility to be leased to any public or private entity. Establishes the Pomaikai Hawaii Fund, a state-owned sovereign wealth fund, into which certain portions of the transient accommodations tax revenues, moneys from general fund balance surpluses, moneys from civil action settlements where the State is a party, and a portion of the proceeds from the sale or other disposition of public lands shall be deposited. Establishes a Board of Directors to manage and invest the moneys in the Fund and distribute the earnings to qualified residents of the State beginning calendar year 2030. Clarifies the process for selecting a certified provider of vocational rehabilitation services. Requires certified providers to automatically approve vocational rehabilitation services for an injured employee if those services will likely be required for suitable gainful employment and the initial evaluation report finds the injured employee feasible to participate. Requires providers to file an employee's vocational rehabilitation plan no later than one hundred twenty days after submitting an initial evaluation report, unless extended by the Director of Labor and Industrial Relations.
