Requires release on recognizance for defendants charged with violations, traffic offenses, nonviolent petty misdemeanors, nonviolent misdemeanors, and nonviolent class C felonies, subject to conditions. Establishes exclusions for specified offenses, threats to public safety, and wilful flight. Requires findings when bail or detention is imposed, ongoing review of continued detention or conditions, and a prompt hearing if bail cannot be posted. Requires prosecutors to notify victims of pretrial decisions.

Authorizes the Public Utilities Commission to establish automatic adjustment mechanisms by rules that include specified criteria. Grants Governor veto-authority over the rules. Authorizes the Public Utilities Commission to waive or exempt any water carrier from any requirement under the Hawaii Water Carrier Act. Repeals 7/1/2032. (SD2)

Establishes a Local Agriculture Transportation Cost Reimbursement Program within the Department of Transportation to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain supplies, under certain conditions. Establishes a position to administer the Program. Appropriates funds.

Authorizes the forfeiture of real property when used to commit promoting gambling in the first or second degree regardless of whether it was committed without the knowledge and consent of the owner. Authorizes the forfeiture of real property under the gambling forfeiture section.

Requires home schooled students to participate in certain annual in person tests at the public school that the student would otherwise be required to attend.

Authorizes geological subsurface characterization activities conducted by a public research institution under certain conditions. Clarifies that boreholes or test holes drilled for the purposes of geological subsurface characterization are distinct from water well exploration and geothermal or mineral exploration. Requires the Department of Business, Economic Development, and Tourism, to designate the Hawaii Groundwater and Geothermal Resources Center of the University of Hawaii, or a successor entity, as the repository for data collected from any geological subsurface characterization activity. Requires the Department of Land and Natural Resources to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the University of Hawaii to amend its exemption list to specify that certain geological subsurface characterization activities shall be exempt from the environmental review process or shall only require an exemption notice. Requires the Department of Health to amend its rules related to hazardous waste and hazardous waste management for consistency with federal regulations to specify that certain waste products generated by geological subsurface characterization activity are exempt from hazardous waste management requirements.

Authorizes registered nurses and qualified state-licensed health care professionals who are participating in a community paramedicine program approved by the Department of Health who are licensed by the State to administer medication as part of an assisted community treatment order's treatment plan to the subject of the order, under certain circumstances. Effective 7/1/3000. (HD1)

Requires the Chief Election Officer role to be an elected position by popular vote beginning with the 2030 general election. Amends the appointment process of the elections commission to subject nominations to confirmation by an appointing body. Makes conforming amendments.

Proposes an amendment to Article IX of the Hawaii State Constitution to guarantee that every person has the inalienable right, while engaged in employment in the State, to be paid at a wage rate that is at least equal to the state minimum wage rate, as provided by law, without regard to the type or nature of employment, unless justified by a compelling state interest achieved by the least restrictive means.

Establishes a Uniform Towing Practices for Public Parking Facilities Working Group within the Department of Transportation to examine existing state and county laws, ordinances, rules, and administrative practices relating to towing from public parking facilities and develop recommendations for uniform standards applicable to towing from state and county parking facilities. Requires a report to the Legislature. Effective 7/1/3000. (SD1)

Part I: Substitutes the word "tax increment" with "resilient infrastructure for shelter and equity" for purposes of the Resilient Infrastructure for Shelter and Equity Act, except under certain circumstances. Part II: Conforms state law concerning county debt limits to permit counties to exclude resilient infrastructure for shelter and equity bonds from the debt limit of the counties, if a constitutional amendment authorizing the use of resilient infrastructure for shelter and equity bonds and excluding resilient infrastructure for shelter and equity bonds from determinations of the counties' funded debt is ratified. Prohibits the use of a detachable ammunition magazine with over a fifty-round capacity with any firearm other than a pistol with exceptions.

Includes the Chief Investigator and Chief Special Investigator of the Department of Law Enforcement as class A members of the pension and retirement system. Establishes guidance for the computation of retirement benefits for the Adjutant General, Deputy Adjutant General, Fire Marshal, and Deputy Fire Marshal. (HD2)

Authorizes the Superintendent of Education to appoint and set the salaries of certain positions within the Office of Facilities and Operations. Sunsets 6/30/2031.

Repeals the sunset provisions of Act 236, Session Laws of Hawaii 2024, thereby making permanent the requirement that the Department of Transportation ensure that the securing of mooring lines from vessels to commercial docks, wharves, piers, quays, and landings be performed by labor subject to collective bargaining.
