Prohibits the issuance of a certificate of inspection for a moped or motor vehicle that has been altered, installed, or otherwise modified in any way which will noticeably increase the noise emitted by the motor vehicle or moped above that emitted by the motor vehicle or moped as equipped from the factory.

Requires appointments and selections of heads of state divisions and agencies that require a board approval to be made through a publicly established process and timeline. Requires the approval of the process and timeline to appoint or select a new head of a state division or agency to be determined in an open meeting. Requires that votes to appoint or select heads of state divisions and agencies be conducted in an open meeting. Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid. Effective 1/1/2491. (SD1)

Amends the definition of "adequate reserve fund" by increasing the multiplier used to calculate its amount from the existing factor of 1, to unspecified amounts for calendar year 2026 and for calendar year 2027 and thereafter. Requires the Department of Labor and Industrial Relations to conduct an actuarial study and report to the Legislature. Effective 7/1/2050. (SD2)

Expands the State's temporary disability insurance coverage to, and exempts from TDI benefit eligibility requirements that are employment-related, employees who are unable to perform their employment duties due to the employee's childbirth or provision of kangaroo care to, or expression of breast milk for, the employee's child who is required to stay in a neonatal intensive care unit. Extends under certain conditions the temporary disability benefit payment period and family leave period for employees who are unable to perform their employment duties due to a preterm birth of a child who is required to stay in a neonatal intensive care unit (NICU) or birth of a child who is required to stay in a NICU for more than eight weeks. Defines "kangaroo care" and "preterm birth". Requires the Department of Health to amend its rules to include neonatal care as related condition where the phrase "pregnancy, childbirth, or other related condition" is used.

Establishes a regulatory review program overseen by the Department of the Attorney General to evaluate all Hawaii Administrative Rules adopted by state agencies and identify any rules that should be retained, modified or repealed. Requires each state agency to review 20 per cent of their rules every year and submit a report to the Department of the Attorney General. Requires the Department of the Attorney General to notify the Governor and Legislature of any noncompliance by a state agency, adopt rules, and submit annual reports to the Legislature and Governor. Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in Department of Education-sponsored work-based learning programs. Effective 7/1/2050. (SD1)

Establishes statewide, uniform standards to promote agricultural tourism activities in the State for all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. Makes conforming amendments. Effective 7/1/3000. (HD2)

Transfers the Hawaii Broadband and Digital Equity Office from the Department of Business, Economic Development, and Tourism to the Department of Accounting and General Services. Renames the Hawaii Broadband and Digital Equity Office to Broadband Office. Repeals broadband duties assigned to the Director of Commerce and Consumer Affairs. Repeals the Broadband Assistance Advisory Council. Transfers the duty of collecting and posting certain broadband infrastructure notices to the Broadband Office. Establishes the Broadband Revolving Fund. Establishes positions. Appropriates funds. (CD1)

Appropriates funds to the Department of Business, Economic Development, and Tourism for continued exploration and identification of geothermal resources and commercial viability for utility-scale geothermal production in counties with a population of less than 300,000, with certain limitations. Effective 7/1/3000. (HD2)

Establishes the Land Dedication for Agricultural Education program within the Department of Education. Requires the Department of Education to consult with the Department of Taxation to establish tax incentives for land developers who dedicate land for educational purposes. Requires the Department of Education to consult with the Department of the Attorney General to establish penalties. Requires annual reports to the Legislature. Appropriates funds.

Authorizes pedestrians to cross roadways in a manner contrary to the statewide traffic code under certain circumstances.

Beginning with the 2025-2026 school year, expands free school meal coverage to students who currently qualify for reduced-price lunch. Beginning with the 2026-2027 school year, expands free school meal coverage to students whose family income is not more than three hundred per cent of the federal poverty level. Appropriates funds.
