Beginning 7/1/2025, prohibits the construction, modification, or expansion of a landfill unit or any component of a landfill unit mauka of the underground injection control line without first establishing a buffer zone of not less than one-quarter mile around the landfill unit. Prohibits the utilization of fly ash, bottom ash, or a combination of fly and bottom ash from a municipal waste combustor, including any ash residue that remains after removal of metals for recycling into new metal products, for the purposes of road building, construction, or as alternative daily cover material on a landfill. Prohibits a hotel from imposing any fee, penalty, or other charge, or retaining any deposit: if before check-in, a guest cancels a reservation due to a service disruption, unless the hotel provided prior notice; or if the service disruption arises after check-in, regardless of whether the hotel provided prior notification.

Exempts drug paraphernalia for marijuana from certain penalties under the Uniform Controlled Substances Act. Lowers the penalties for the possession and transfer without remuneration of certain amounts of marijuana, marijuana concentrate, and marijuana-infused products. Makes smoking marijuana in a public place a violation under the offense of promoting a detrimental drug in the third degree.

Establishes the Hawaii State Fellows Program within the Department of Human Resources Development to match talented applicants with full-time, paid fellowship roles in various state agencies for a period of ten to eleven months. Establishes minimum qualifications and procedures for eligible applicants to apply to the program. Gives preference to eligible program applicants who have pre-existing ties to the State or a demonstrated commitment to long-term leadership in the State. Requires the Department of Human Resources Development, in consultation with the Department of Labor and Industrial Relations, to coordinate with state agencies to implement and promote the program.
