Establishes the official designation of the East-West Center as the Center for Cultural and Technical Interchange Between East and West, Inc., and exempts state fund appropriations to the East-West Center from chapter 42F, HRS. Renames the Hawaii Sister-State Committee to the Hawaii Sister-State and International Partnerships Commission and amends its functions and membership. Requires the Office of International Affairs to provide support to the Hawaii Sister-State and International Partnerships Commission. Expands the Department of Business, Economic Development, and Tourism's authority to establish out-of-state offices to include out-of-state facilities to support sister-state or province partnerships and other partnerships that promote and enrich the people, cultures, environments, and economies of the State and its international partners, generate revenue for the State, and buy property. Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a countywide needs assessment of resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Appropriates funds. Sunsets 7/1/2032.

Beginning 7/1/2027, requires app store providers to determine the age category for each of their users in the State and verify their age; provide a mechanism for parents to block minors from downloading unsuitable apps; and obtain parental consent before allowing a minor to use their app store or download and purchase apps. Requires certain app store providers to provide parents with a mechanism to set filters and usage limits for minors. Requires certain app store providers to display age ratings and content description for each app available in their app store. Establishes age verification and parental consent requirements for certain app developers. Establishes violations as unfair or deceptive act or practice. Requires the Department of Commerce and Consumer Affairs to adopt rules no later than 7/1/2026.
