Requires DCF to contract with entity to establish Coordinated Access Model Pilot Program in Clay, Duval, & St. Johns Counties; requires department to award contract by certain date; requires certain contractual provisions; provides requirements for contracted entity; requires contracted entity to subcontract with certain state university for certain purposes; requires department & contracted entity to create coordinated access model; provides model requirements; requires department to provide specified reports to Governor & Legislature within specified timeframes; authorizes department & contracted entity to apply for & use certain funds to support or expand Coordinated Access Models; authorizes department to adopt rules.

Citing this act as the "Florida Retirement Savings Task Force Act"; creating the Florida Retirement Savings Task Force adjunct to the Department of Commerce; requiring the department to provide administrative, technical, and staff support to the task force; providing that members serve without compensation but are entitled to per diem and travel reimbursement; authorizing the task force to receive confidential and exempt information under specified conditions, etc.

Providing that prevailing parties in suits by certain health care providers for overdue medical benefits under motor vehicle personal injury protection policies are entitled to reasonable attorney fees and costs, etc.

Revising the prohibition on the adoption of certain covenants, rules, or guidelines by a homeowners' association or a specified committee of an association to include a prohibition on requiring specific types of materials for the building or rebuilding of a roof if the built or rebuilt roof meets certain criteria and standards; revising the prohibited clauses in homeowners' association documents to include a requirement that a property owner may not be precluded from using any type of building material to build or rebuild his or her roof if the built or rebuilt roof meets certain criteria and standards, etc.

Providing requirements for mathematics pathways established by a certain workgroup; requiring the Department of Education to develop applied algebra courses; providing requirements for the applied algebra courses; requiring the department to collaborate with the Board of Governors of the State University System to ensure the courses are accepted as mathematics credits for state university admissions, etc.

Citing this act as "Missy's Law"; requiring a court to remand to custody immediately a person who pleads guilty or nolo contendere to, or is found guilty of, a dangerous crime; requiring such person to remain in custody pending sentencing without the possibility of release on bond, etc.

Authorizing the Agency for Health Care Administration to pay for certain services and devices as a treatment for stuttering for Medicaid recipients; authorizing speech therapy in person and via telehealth as a treatment for stuttering; requiring certain individual health insurance policies, group health insurance policies, and health maintenance contracts, respectively, to provide coverage for specified services and devices as treatments for stuttering, etc.

Limits compensation to health care provider that provides any medical services for inmate housed in Indian River County detention center under certain conditions; requires certain compensation for specified hospital that provides medical services for specified inmates if hospital does not have contract with county to provide such services; limits compensation to entity that provides emergency medical transportation services for inmate housed in Indian River County detention center if entity does not have contract with county to provide such services.

Providing an exemption from specified payment and performance bond requirements for specified entities under specified conditions; extending the time period specific Florida Forever appropriations must be spent on land acquisition in the Florida Keys Area of Critical State Concern, etc.

Conforms terminology for consistency with Model Nonprofit Corporation Act adopted by American Bar Association; aligns provisions with Florida Business Corporation Act; revises corporate powers; updates provisions on distributions, dividends, & board vacancies; revises who may answer DOS interrogatories; specifies acceptable methods of written notice; requires officers to act in good faith, with reasonable care, & in corporation's best interests; establishes requirements for judicial removal of directors; provides construction; allows board actions to satisfy meeting & voting requirements if no members exist; removes affiliate chapter registration requirement; ensures equal member rights & obligations; authorizes board to admit members for consideration & set payment terms; permits membership termination per terms; prohibits corporation from being its own member; allows fines or penalties if authorized; permits certain nonprofits to purchase membership interests; sets rules for buying interests of resigned or terminated members; revises meeting procedures & special meeting requirements; provides proxy voting rules & effects of incapacity; revises remote participation provisions; updates board composition, election, & term rules; grants liability immunity to all officers & directors; authorizes eligible mergers; requires statements for property held for charitable purposes.

Requiring the Legislature to appropriate funds for a specified purpose; requiring that such funds be distributed in a specified manner; requiring specified counties to apply for such distribution; providing requirements for application; providing a specified calculation to be used to determine funding; providing for a reversion of funds in specified circumstances, etc.

Proposes State Constitutional amendment authorizing Legislature to provide that transfer of homestead property by inheritance is not considered change of ownership for purposes of homestead property assessment.

Revises upward specified sales & use tax, requires certain percentage of collected revenues be used for specified purpose; requires specified surtax when property is transferred.

Proposes amendments to State Constitution to remove authority of counties & school districts to levy ad valorem taxes.

Provides that transfer of certain property by inheritance is not change in ownership.
