Providing that the absence of certain mechanisms or features may not be used as evidence of a defective product design, negligence, a duty to warn, strict liability, or evidence to support similar claims, etc.

Provides criminal penalties for specified acts involving self-murder.

Requiring a civilian to submit to a test of his or her blood within a certain timeframe after an incident if he or she discharges a firearm within this state resulting in an injury or a death; specifying the procedure for the testing; specifying consequences for refusing to submit to testing, etc.

Requiring the Department of Law Enforcement to establish and administer a Statewide Counterintelligence and Counterterrorism Unit at a specified location; requiring that a team from the unit be assigned to and aligned with each regional domestic security task force; specifying unit duties; requiring the department to create a team by a specified date to serve as the initial leadership and organizational core of the full unit, etc.

Removes preemption provisions relating to rent control; authorizes municipalities & counties to create community land bank programs & provides requirements for such programs; authorizes tax credit for certain projects; provides maximum value of such credit; authorizes FHFC to allocate tax credit among certain projects; requires certain agencies to provide report to Legislature relating to use of specified funds; requires DFS to adopt home resiliency grading scale with certain requirements; provides requirements for creation of certain program; establishes Innovation Mitigation Solutions Pilot Program within DFS; allows mortgage lenders & property insurers to submit certain proposals; authorizes DFS to waive or develop certain rules; creates Retail-to-residence Tax Credit Program & provides requirements for such program; creates Affordable Housing Construction Loan Program & provides requirements for such program; provides that certain actions are violation of Florida Antitrust Act of 1980; revises powers of consumer advocate appointed by CFO; specifies that failure to obey certain court orders may be punished as contempt; prohibits OIR from approving certain rate filings; prohibits certain business entities from purchasing, acquiring, or otherwise obtaining certain property & subsequently leasing or renting such property; requires certain property be listed for sale for specified timeframe; requires specified notice; authorizes civil actions by OAG.

Authorizes employer to post specified notices on Internet in manner that is accessible to employer's employees; authorizes employer to post specified notices on Internet in manner that is accessible to employer's employees & general public.

Authorizes AHCA to conduct retrospective reviews & audits of certain claims under state Medicaid program for specified purpose; requires agency, in coordination with DCF, to implement mandatory work & community engagement requirements for able-bodied adults as condition of obtaining & maintaining Medicaid coverage; specifies types of activities which may satisfy work & community engagement requirements; provides that certain population is required to engage in work or community engagement activities only during standard school hours; requires persons eligible for Medicaid to demonstrate compliance with work & community engagement requirements at specified times as condition of maintaining Medicaid coverage; revises components of Medicaid prescribed-drug spending-control program to include preferred physician-administered drug list, preferred product list, & high-cost drug list; provides that determinations of overpayment under Medicaid program may be based upon retrospective reviews, investigations, analyses, or audits conducted by agency to determine possible fraud, abuse, overpayment, or recipient neglect; requires agency to implement Integrated Managed Care Pilot Program in designated regions by specified date.

Revises provisions relating to evidence that is admissible to demonstrate past & future medical expenses in personal injury & wrongful death actions.

Directs DHSMV to develop Italian-American culture license plate; provides for distribution & use of fees collected from sale of plate.

Requires autonomous vehicle registered in this state to comply with certain standards, regulations, & laws; prohibits autonomous vehicle from engaging in certain activities unless licensed human operator is physically present in vehicle; requires such operator to comply with certain standards, regulations, & laws.

Deleting provisions relating to the authorization of dispute resolution of claim determinations in proceedings before the Division of Administrative Hearings, etc.

Authorizing an educator preparation institute to allow certain program participants to enroll in introductory coursework; revising the criteria for the award of a temporary educator certification to include certain persons with expired professional certificates; requiring that subject area coverages and endorsements for a certificateholder be reinstated with the certificateholder's professional certificate; requiring the Florida Center for Teaching Excellence to collaborate with the David C. Anchin Center for the Advancement of Teaching for specified purposes, etc.
