Requiring each Florida College System institution and state university to waive tuition and fees for members of the Florida State Guard if certain conditions are met; prohibiting a Florida College System institution or state university from admitting a student who is not a citizen of the United States or lawfully present therein; revising eligibility requirements for the Graduation Alternative to Traditional Education (GATE) Program; prohibiting a Florida College System institution or state university from imposing certain graduation requirements; revising conditions for a student to meet the definition of homeless children and youths for purposes of tuition and fee exemptions, etc.

Revises requirements for written disposition agreements required between commissioning couple & treating physician; prohibits health care providers from performing in vitro fertilization without first obtaining informed consent from commissioning couple; requires that such informed consent be obtained each time new in vitro fertilization cycle is undertaken; specifies requirements for informed consent form; requires health care providers to enter into disposition agreement with patients; specifies requirements for such agreements; prohibits health care providers from discarding embryos for nonpayment unless certain conditions are met; requires health care providers to disclose their policies and refer patients to facilities whose policies align with patients' elections; requires health care providers to provide certain disclosures within specified timeframe, with exception; requires health care providers to provide informed consent in patient's primary language or with qualified interpreter; requires informed consent form to state whether interpreter was used; requires health care providers to offer patients opportunity to ask questions & withdraw consent without penalty at any time before embryo transfer; requires health care providers to retain certain records for specified timeframe; requires health care providers to provide patients copy of their records upon request within specified timeframe; provides for disciplinary action.

Deleting the requirement that the Florida Commission on Human Relations send certain information to certain persons by registered mail; revising the timeframe when a civil action may be brought for violations of the act; providing that if the commission or the Equal Employment Opportunity Commission does not make a determination within a specified timeframe, the complainant may bring a civil action within a specified timeframe, etc.

Creating the Florida Speech and Debate Hall of Fame; designating Florida Speech and Debate Week annually in February; establishing the Florida Debate Initiative, Inc., (FDI) as a statewide speech and debate organization that performs certain functions in support of the Florida Civics and Debate Initiative (FCDI) in the Department of Education; requiring the Board of Governors of the State University System and the State Board of Education to develop specified undergraduate and graduate coursework, certificates, and micro-credentials, etc.

Providing for the ratification of certain rules for cleanup target levels for perfluoroalkyl and polyfluoroalkyl substances (PFAS); requiring the department to adopt interim screening values until the United States Environmental Protection Agency establishes final standards for additional PFAS compounds; prohibiting fire service providers from using certain Class B firefighting foam after a specified date except under certain circumstances, etc.

Provides that limited liability company or corporation, foreign or domestic, may designate its registered agent's address as principal office of such company or corporation; requires that certain limited liability companies or corporations, foreign or domestic, provide DOS with physical address of named member or manager of such company or corporation.

Authorizes licensee to reject ownership succession of motor vehicle dealer if such succession will cause violation of certain provisions; clarifies what motor vehicles licensee must repurchase from motor vehicle dealer upon termination of franchise agreement; provides that licensee who distributes 1,000 or more motor vehicles of particular line-make to motor vehicle dealers in this state during any 12-month period must have established network of at least three independent motor vehicle dealers in this state; authorizes licensee to reject proposed change in ownership if such change would cause violation of certain provisions.

Prohibiting a person from possessing an open container of certain products while operating or a passenger in or on a vehicle or while seated in or on a vehicle that is parked or stopped within a road; providing that such open container is considered to be in a person's possession under certain circumstances; providing penalties, etc.

Provides exemption from non-ad valorem assessments for churches & specified religious institutions otherwise exempt from ad valorem taxes; provides calculation methods for non-ad valorem assessments; revises non-ad valorem assessments for residential properties & non-ad valorem assessments for industrial properties exceeding 40,000 square feet.

Requires insurance companies or their authorized agents to implement control processes & procedures to ensure adequate identity verification of electronic signatures.

Requiring a veterinarian or authorized member of veterinary staff to inform a client of the right to receive a written prescription to be filled at a pharmacy of the client's choice or the option to have the prescription filled at the veterinary establishment; requiring that the disclosure include an acknowledgement signed by the client; providing that such acknowledgement be documented in the patient's medical records, etc.

Requires DOH, in collaboration with school districts throughout this state, to develop informational materials for detection of developmental delays & autism spectrum disorder for parents & guardians of certain students; provides requirements for such informational materials; requires early learning coalitions to notify parents & guardians of availability of such informational materials.

Prohibits, beginning on specified date, certain use & sale, purchase, or distribution of aqueous film-forming foam; requires, beginning on specified date, certain entities to submit aqueous film-forming foam inventories & disposal plans to DEP; prohibits, beginning on specified date, possession & use of aqueous film-forming foam; authorizes DEP to administer certain grants or cost share programs; provides penalties & injunctive relief; requires certain public entities disposing of domestic wastewater biosolids and treated effluent to quarterly conduct specified samplings & submit results to DEP; limits purpose such samplings until specified standards are established by EPA & adopted by DEP.

Prohibiting a person from operating a motor vehicle while using a wireless communications device in a handheld manner; providing an exception; requiring that sustained use of a wireless communications device by a person operating a motor vehicle be conducted through a hands-free accessory until such use is terminated; revising penalty provisions relating to the use of wireless communications devices in a handheld manner in certain circumstances, etc.

Authorizes pharmacists, at direction of certain licensed physicians, to administer medications; provides recordkeeping requirements; requires Board of Pharmacy to adopt rules; requires facilities to maintain documentation relating to pharmacist qualifications.
