Expands programs & diversion initiatives supported by implementation or expansion grants to include training for 911 public safety telecommunicators & emergency medical technicians for certain purposes & to include veterans treatment court programs; exempts certain fiscally constrained counties from local match requirements for specified grants; encourages communities to apply for specified grants to establish pretrial felony mental health diversion programs; provides model process for such mental health diversion programs; authorizes specified entities to collaborate to establish certain policies & procedures & to develop certain consent form; requires mental health evaluations & following of all recommendations as conditions of probation for specified defendants; creates Florida Behavioral Health Care Data Repository within Northwest Regional Data Center; requires data center to develop specified plan & submit annual report.

Removes language authorizing owner of agricultural enclave to apply for comprehensive plan amendment; authorizes such owner to instead apply for administrative approval of development regardless of future land use designations or comprehensive plan conflicts; removes certain presumption of urban sprawl; requires that authorized development be treated as conforming use; requires supermajority vote for adoption of certain comprehensive plans & plan amendments; authorizes owners of property subject to comprehensive plan amendment & persons applying for comprehensive plan amendments to file civil actions for relief; requires that local land development regulations establish by specified date minimum lot sizes within certain zoning districts to accommodate authorized maximum density; requires approval of infill residential development applications; requires treatment of certain developments as conforming use; specifies that certain parcels may be subject to recreational covenant & that certain recreational facilities & amenities are not part of common area; prohibits imposition or collection of amenity dues except as provided in recreational covenant; requires that recreational covenant recorded before certain date comply with specified requirements to remain valid & effective; limits annual increases in amenity fees & amenity expenses; prohibits recreational covenant from requiring association to collect amenity dues; requires specified disclosure summary for contracts for sale of certain parcels.

Revises criteria required for grandparent of minor child to petition court for grandparent visitation.

Establishes Counterterrorism/Counterintelligence Unit within FDLE; revises definitions of "affiliated first responder organization" & "first responder" to include additional personnel in provisions relating to peer support for first responders; revises requirements for reporting of missing persons information; provides exemption from certain law enforcement basic training requirements for persons who have served as intelligence or counterintelligence officers or agents for specified time period; requires certain basic skills training in resilience for law enforcement officers; authorizes first responder amputees to continue to serve as first responders in certain circumstances; creates Florida Medal of Valor & Florida Blue/Red Heart Medal & provides requirements for such medals.

Creates K-12 school route optimization pilot program in specified county school districts; provides program requirements; provides reporting requirements; requires DOE to assist school districts with implementation of pilot program; provides for expiration of program.

Provides additional provisions that Public Employees Relations Commission may waive for certain employee organizations; revises requirements for certification, recertification, or decertification of employee organization; removes provisions relating to revocation of certification of employee organization; provides prohibitions on public employers, their agents or representatives, or any person acting on their behalf; authorizes certain actions by public employee upon agreement between public employer & bargaining agent; provides exceptions for certain bargaining units.

Provides that certain covered garden leave agreements are not restraint of trade or attempt to monopolize trade or commerce; requires court to enter preliminary injunction to stop covered employees, businesses, entities, or individuals if breach of covered garden leave agreement is alleged; provides that certain covered noncompete agreements are not restraint of trade or attempt to monopolize trade or commerce; requires court to enter preliminary injunction to stop covered employees, businesses, entities, or individuals if breach of covered noncompete agreement is alleged.

Revising provisions related to Local Option Taxes including Tourist Development Tax, Local option food and beverage tax, & discretionary sales surtax.

Prohibits collection or sharing of student's covered information without written consent from parent or guardian; requires specified contracts, agreements, & written arrangements to include specified statement; requires school districts to publish specified portions of contracts, agreements, or written arrangements relating to collection or sharing of covered information; provides penalties for operators & interactive computer services that fail to meet specified requirements; requires DOE to publish specified information relating to operators & interactive computer services on its website within specified timeframe.

Prohibits political subdivisions from maintaining minimum wage other than state or federal minimum wage; prohibits political subdivisions from controlling, affecting, or awarding preferences based on wages or employment benefits of entities doing business with political subdivision; revises certain employment restrictions for specified minors; revises age at which certain employment restrictions do not apply, except in accordance with federal law; revises exceptions to certain work restrictions; removes authority of DBPR to grant waiver of employment restrictions.
