To amend the general statutes to allow the Commissioner of Energy and Environmental Protection to (1) review the terms of any power purchase agreement entered into or approved by the commissioner and a nuclear power generating facility on or before July 1, 2024, (2) require the disclosure of any contracts or other financial arrangements entered into by a nuclear power generating facility incidental to such power purchase agreement, and (3) withdraw from, or withdraw approval for, any such agreement if the commissioner determines that a disproportionate amount of funds paid to a nuclear power generating facility pursuant to such agreement are being used for capital projects or other expenses outside the state or if such withdrawal is in the best interest of residents of the state.
