Resolution Confirming The Nomination Of Dr. Alice M. Pritchard Of Bolton To Be The Executive Director Of The Technical Education And Career System.

To: (1) Prohibit health carriers from retroactively denying or recouping payment of health insurance claims paid to health care providers for mental health and substance use disorder benefits after two years from the date of service and when such health carrier fails to provide notice to such health care provider; (2) require that the Insurance Commissioner study insurance coverage requirements for health care services provided through telehealth to evaluate methods to ensure that residents of this state who are out of state for the purpose of attending an institution of higher learning receive such coverage for such services; (3) require that the Insurance Commissioner study dental provider reimbursement rate practices in this state as compared to other states to assess flexibility in reimbursement rate negotiations; (4) require that individual and group health insurance policies provide coverage for medical foods for individuals diagnosed with phenylketonuria; (5) require that individual and group health insurance policies (A) provide coverage for motorized wheelchairs and repairs to and replacement batteries for motorized wheelchairs, and (B) establish centralized locations for the collection of used motorized wheelchairs; (6) prohibit health carriers from recovering through health insurance premiums such health carriers' costs associated with lobbying or legislative action in this state; (7) require the Insurance Commissioner to study certain compensation practices for health care services provided by pharmacists licensed in this state; and (8) revise the definition of "clinical peer" with respect to utilization review of health care services and treatment.

To prohibit a bondsman or agent from apprehending a principal on a bond on the premises, grounds or campus of any health care facility, school, institution of higher education or house of worship.

To permit the filing of a civil action against a firearm industry member who fails to exercise reasonable control over firearm industry products.

To require that the Insurance Commissioner, in consultation with the Commissioner of Agriculture, conduct a feasibility study for establishing a captive insurance company or providing insurance coverage through parametric contracts to provide financial assistance to farmers in the state impacted by the effects of severe weather.

To increase penalties for unsafe driving, restrict driving in the extreme left lane, require helmets for certain operators of motorcycles and bicycles, redefine "mobile electronic device", prohibit open alcoholic beverage containers in motor vehicles, require reflective paint on highways, permit the reporting of instances of unsafe driving, support Complete Streets projects and prioritization plans, study the use of intelligent speed assistance devices, require an operator to complete the operator's retraining program after the first conviction of reckless driving, revise the Connecticut Hydrogen and Electric Automobile Purchase Rebate program and restrict the issuance of certain right-of-way encroachment permits and certificates of operation.

To (1) redefine "large capacity magazine", (2) provide that the transfer of a large capacity magazine between certain persons within the state is not prohibited, and (3) permit the sale of ammunition to patrons of a firing or shooting range.

To (1) designate a portion of a highway in honor of Andrew DiDomenico and a bridge in honor of State Trooper First Class Aaron M. Pelletier, (2) establish a work zone and roadside vehicle safety awareness program, (3) make distracted driving on a limited access highway a reckless driving violation, (4) increase the penalties for endangering a highway worker and violating the "move over" law, and (5) require the installation of six-inch-wide edge lines on limited access highways.

To create a task force to study transmission and grid-enhancing technologies.

To provide greater flexibility to address regional shortages in nursing home beds.

To update the staffing methodology for teachers of visually impaired children.

To establish a program to assist municipalities in developing preapproved building plans.

To make technical changes to a statute relating to the Child Advocate.
